as <br />Periodic inspections for aboveground tanks and containers are conducted by personnel <br />knowledgeable of storage facility operations, characteristics of the liquid stored, the type of <br />aboveground storage tank or container, and its associated components. Personnel perform <br />periodic inspections monthly. The periodic inspections focus specifically on detecting <br />changes in conditions or signs of product leakage from the tank or container, piping system, <br />and appurtenances. These include observations of the outside of each tank or container for <br />signs of deterioration, leaks which might cause a spill, or accumulation of oil inside <br />containment and diked areas and around the down -grade storm drain catch basins. The <br />personnel also observe the tank supports and foundations. Additional tank inspections are <br />performed in accordance with the standards used to manufacture the tank or as specified by <br />the manufacturer. Level alarms and other instrumentation are inspected annually, or per <br />manufacturer's recommendations. <br />In accordance with inspection procedures outlined in this Plan, if signs of leakage or <br />deterioration from the tank are observed, the tank is to be inspected by a certified tank <br />inspector to assess its suitability for continued service, according to Steel Tank Institute <br />Standard SP -001. <br />Per 40 CFR I I2.7(e), the Facility may use usual and customary business records to serve as a <br />record of tests or inspections, instead of keeping duplicate records for the SPCC Plan. These <br />inspections are documented in the Facility maintenance records that are maintained onsite. <br />The inspections and tests are conducted in accordance with written procedures developed by <br />the Facility or by the Professional Engineer that certified the Plan. <br />The Facility does not own, operate, or maintain field -constructed aboveground containers. <br />Therefore, the brittle fracture inspection or evaluation requirement in 40 CFR 112.7(i) does <br />not apply to the Facility. <br />Internal Heating Coils -112.8 (c)(7) <br />There are no internal heating coils at this facility. Therefore, the requirements of 40 CFR <br />112.8 (c)(7) do not apply. <br />Failsafe Engineering Features for Oil Storage Containers -112.8 (c)(8) <br />The liquid levels within the diesel fuel ASTs are visually monitored during transfer <br />operations through the fill ports associated with each tank in order to prevent an accidental <br />release. Venting capacity is suitable for the anticipated fill and withdrawal rates. The liquid <br />levels within the drums, totes, and oil section of the oil/water separator are also monitored <br />visually during transfer operations. <br />The facility installed a high-level alarm to provide overfill protection for each of the two <br />salvage oil tanks as required in 40 CFR I I2.8(c)(8) and the California Hazardou) Waste <br />Regulations. <br />33 <br />
