When oil is <br />absorbed, material will be cleaned up and properly containerized for offsite disposal. <br />RECEIVE U) <br />Inspections, Testing AUG...2 �r2010 <br />Item 613• CFR 112 7(e) Failed to conduct inspections or maintain records for 3 Vea�1VIRONIVIEPJTAL <br />HEALTH DEPARTMENT <br />Oily staining and standing oil were noted below the used oil tanks located in the vicinity of the <br />onsite oil water separators. Furthermore, the oil water separator, which was full of oily liquid <br />at the time of inspection, is being used as a secondary containment for the 1,750 -gallon used <br />oil tank. Inspections and testing shall be conducted on all aboveground liquid petroleum <br />containers larger than 55 gallons, including the regulated oil filled equipment and all 55 gallon <br />drums of oil. Although some inspections are being implemented, these inspections are not <br />addressing the issues observed at the time of inspection. Records of these inspections and tests <br />shall be signed by the appropriate supervisor or inspector and kept on site with the Spill <br />Prevention, Control, and Countermeasure (SPCC) Plan for a period of three years. Immediately <br />begin necessary and adequate testing and inspections for all Aboveground Petroleum Storage <br />Act regulated containers and maintain on site with the SPCC Plan. Submit proof of correction <br />to the EHD. <br />This is a Class II Violation. <br />Item 712• CFR 112 8(c)(6) Failed to perform tank inspections that take into account size, <br />configuration, and design. <br />API -653 Tank reports (dated 6-13-2012), prepared for the 450 -gal Ion and the 1,750 gallon <br />waste oil tanks, were reviewed at the time of inspection. No integrity testing reports were <br />available for the rest of the onsite tanks.The reviewed API -653 Tank reports could only be <br />utilized for these tanks, if these tanks were built according to the APA -650 standards . <br />However, according to the reviewed API -653 Tank reports, these tanks (for which these <br />integritytesting reportswere prepared, the 450 -gallon andthe 1,750 -gallon tanks), "were not <br />built to any observed codes". Each aboveground container shall be tested and inspected for <br />integrity on a regular schedule and whenever repairs are made. The qualifications of <br />personnel performing tests and inspections, frequency and type of testing and inspections <br />that take into account c:urilainer size, configuration, and design shall be determined In <br />accordance with industry standards . Examples of these integrity tests include, but are not <br />limited to: visual inspection, hydrostatic testing, radiographic testing, ultrasonic testing, <br />acoustic emissions testi ng,or other systems of non-destructive testing. Comparison records <br />and other records of inspections and tests must be maintained on site.
