j. This project is subject to the NPDES Region -Wide Permit requirements and shall comply with the <br />following conditions. Prior to release of the building permit, plans and calculations shall be submitted <br />and approved by the Public Works Department — Water Resources Division (209-468-9360): <br />1. Treatment: Demonstrate the Stormwater Quality Basin constructed with the Solari Ranch <br />Phase Improvements can mitigate the additional stormwater quality runoff due to the increased <br />land use intensification or design on-site improvements to provide stormwater quality treatment <br />for the 85 -percentile storm in accordance with the 2015 "Multi -Agency Post -Construction <br />Stormwater Standards Manual." <br />k. Prior to release of the building permit, the owner shall enter into an agreement with San Joaquin County <br />for post -construction maintenance of stormwater quality facilities. The Owner shall be responsible for <br />providing the County with an annual report of operation and maintenance of any system. The property <br />owner shall also be responsible for the payment to the County of an annual system inspection fee <br />established by Resolution of the Board of Supervisors. <br />I. Applicant shall file a Notice of Intent (NOI) with the State Water Resources Control Board (SWRCB) <br />and comply with the State "General Permit for Storm Water Discharges Associated with Construction <br />Activity". The Waste Discharge Identification Number (WDID), issued by SWRCB, shall be submitted <br />to Public Works prior to release of the building permit. Contact the SWRCB at (916) 341-5250 for further <br />information. <br />m. Applicant shall submit the Storm Water Pollution Prevention Plan (SWPPP) to the State Water <br />Resources Control Board and to Public Works for review prior to release of the building permit. A copy <br />of the approved SWPPP and all required records, updates, test results and inspection reports shall be <br />maintained on the construction site and be available for review upon request. <br />3. ENVIRONMENTAL HEALTH DEPARTMENT (Contact: [209] 488-3420) <br />a. Written confirmation is required from the Public Works Department that improvements have been <br />constructed or financial arrangements have been made for any improvements for public sewer <br />required by the agency. In addition, written confirmation from the Public Works Department that the <br />agency has or will have the sewer capacity to serve the development is also required (San Joaquin <br />County Development Title, Section 9-1100.3) <br />b. The applicant shall provide written confirmation from the water providers that improvements have <br />been constructed or financial arrangements have been made for any improvements for public <br />sewer required by the agency and that the agency has or will have the capacity to serve the <br />proposed development. Said written confirmation shall be submitted prior -to the issuance of a <br />building permit (San Joaquin County Development Title, Section 9-1120.2) <br />c. Submit 2 hardcopy sets, or one electronic version, of food facility plans to the Environmental Health <br />Department for review and approve prior to issuance of building permit(s) for a food facility <br />(California Retail Food Code, Article 1, 114380). The fee will be based on the current schedule at <br />the time of payment. <br />d. A valid permit from EHD is required prior to operating a food facility (California Retail Food Code, <br />Article 1, Section 14381). <br />e. The operator of proposed certified farmers' market will need to obtain a permit to operate from San <br />Joaquin County Environmental Health Department. <br />f. Before medical waste can be generated or stored on site, the generator shall notify the EHD and <br />comply with the regulatory requirements under the Medical Waste Management Act, and obtain <br />Administrative Use Permit No. PA -2100170 — Conditions of Approval <br />
