Immediately conduct all necessary testing of liquid level sensing <br /> devices to ensure proper operation and ensure the SPCC plan discusses testing of liquid level sensing devices. <br /> This is a repeat violation, Class II. <br /> 721 CFR 112.8(d)(1)Failed to provide corrosion protection for buried piping. <br /> OBSERVATION: The facility failed to provide buried piping with protective wrapping or coating, and to ensure it is <br /> cathodically protected or otherwise satisfies corrosion protection standards for piping. Evidence of buried piping <br /> was observed at the facility for the 10,000 gallon diesel tank and corrosion protection was not addressed in the <br /> SPCC plan. <br /> REGULATION GUIDANCE: (d)(1)Provide buried piping that is installed or replaced on or after August 16, 2002, <br /> with protective wrapping and coating.You must also cathodically protect such buried piping installations or <br /> otherwise satisfy the corrosion protection standards for piping in part 280 of this chapter or a State program <br /> approved under part 281 of this chapter. If a section of the buried line is exposed for any reason, you must carefully <br /> inspect it for deterioration. If you find corrosion damage,you must undertake additional examination and corrective <br /> action, as indicated by the magnitude of the damage. <br /> CORRECTIVE ACTION: Immediately provide the following 10,000 gallon diesel buried piping installed or replaced <br /> on or after August 16, 2002,with a protective wrapping and coating and cathodic protection. Provide proof of <br /> correction to the EHD. <br /> This is a repeat violation, Class II. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by September 6, 2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
