The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for ESCALON UNIFIED SCHOOL DIST as of September <br /> 29, 2021. <br /> Open violations from August 06, 2021 inspection <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Violation#715-Failed to have a high level monitoring and to engineer or update containers to avoid <br /> discharge. <br /> OBSERVATION: The SPCC plan states that all tanks are equipped with with direct reading level gauges and high <br /> level alarms. Only the 10,000 gallon diesel tank was observed with a direct reading level guage and high level <br /> alarm. The gasoline, used oil,transmission oil and motor oil tanks were observed with only direct reading level <br /> gauges. <br /> REGULATION GUIDANCE: (c)(8)Engineer or update each container installation in accordance with good <br /> engineering practice to avoid discharges.You must provide at least one of the following devices: <br /> (i) High liquid level alarms with an audible or visual signal at a constantly attended operation or surveillance station. <br /> In smaller facilities, an audible air vent may suffice. <br /> (ii)High liquid level pump cutoff devices set to stop the flow at a predetermined container content level. <br /> (iii)Direct audible or code signal communication between the container gauger and the pumping station. <br /> (iv)A fast response system for determining the liquid level of each bulk storage container such as digital computers, <br /> telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the <br /> overall filling of bulk storage containers. <br /> CORRECTIVE ACTION: Ensure the SPCC plan accurately describes the high liquid level monitoring devices for <br /> each tank and provide proof of correction to the EHD. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 7 of 8 <br />
