Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C0004CNOS Site Location: 12700 S HARLAN RD <br />Activity Summary <br />Activity Date Recorded by <br />04/15/2021 6:36 pm-Received a page from 209-468-6005. Called SJGH. Scott B (Truck 30) BAKER <br />of Manteca Fire reported a vehicle accident with a release of approximately 12 <br />gallons of diesel. Location is 12700 Harlan Rd in Lathrop. <br />6:40 pm-Called Scott of Manteca Fire. He said the accident happened earlier in <br />the day and they drove off and left the diesel spill. Absorbent has been placed on <br />the spill on the roadway and swept to the side of the road by the fire department. <br />90% of the spill is on the roadway, per Scott. Site is within the city limits. <br />6:46pm-Discussed spill with Elena Manzo (Lead Sr. REHS) <br />6:53 pm- Called City of Lathrop Public Works at 209-992-0028 and spoke with <br />Mauricio. He said they don't do clean-ups and it is the responsibility of the fire <br />department. He said he would ask the supervisor and call me back. <br />6:55 pm-Called Scott B. and let him know I would be headed out to the site. <br />6:56pm- Received call back from Mauricio that they do not do clean-ups because <br />they don't have a transportation permit. <br />7:00 pm-Left for site. Arrived on site at 7:40 pm. Met with Scott B. of Manteca <br />Fire. Total spill site covered an approximate area of 10x60 feet. Approximately <br />half of the spill was on the northbound road way and half on the shoulder. Smell <br />of diesel could be detected. Road way was cleaned up with absorbent and swept <br />to impacted dirt. No waterways or storm drains impacted. Spill site was contained <br />with caution tape and traffic cones. Left site at 8:04 pm. <br />Created complaint. Verified GIS in EC. Completed prop 65, Emergency <br />Response Record and photo log. <br />6:36PM-9:36PM <br />changed from chargeable to non-chargeable-lb 7/1/21 <br />5105.rpt <br />Page 2 of 4
