I continued <br />inspecting the leaking retention tanks and underneath the tanks with Paul. Paul <br />told me that their plan to pump out the liquid from all the retention tanks, and then <br />they will start excavating the contaminated soil. I asked Paul if they can start <br />pumping out the tanks that are actively leaking, and they did. NRC started the <br />excavation of some of the contaminated areas, and noticed that the contamination <br />goes deeper than they thought. They continued inspecting all the contaminated <br />soil. Paul decided to have the locomotives moved in order to conduct the cleanup. <br />Paul told me he will coordinate with the responsible department and update us <br />tomorrow. At 06:45 pm Paul mentioned to me that there are more locomotives on <br />located east of the building with leaking retention tanks. We inspected the other <br />locomotives (#3672, 3644, and 3768), and all of them have Oily contaminated soil <br />underneath. I took photos. Paul told me they will pump out the tanks and move the <br />locomotive and cleanup underneath. NRC wiped out the residues on the tank. <br />Approximately 55 gallons drum of waste was collected today. At 07:40 I told Paul I <br />am leaving and we will contact him tomorrow. At 07:48pm I left the site. <br />SAEED <br />04/10/2017 Arrived on site with Haza Saeed at 3:54 PM. Paul Holt, Hazmat Manager for Union RUVALCABA <br />Pacific and Guadalupe Baeza, NRC supervisor, were already on site. Observed <br />black staining on asphalt next to parked locomotives and underneath and around t <br />valves coming out of retention tanks. Some active dripping from locomotive <br />retention tanks was observed, at time being contained with buckets on two <br />locomotives. NRC was in the process of emptying out the retention tanks. Notice <br />to abate was issued and recovery costs of EHD time discussed with Paul. Left site <br />at 04:30 pm. Haza stayed at site. <br />51 05. rpt Page 1 of 5
