Complaint Investigation Summary Report # 5105 <br />COMPLAINT ID: C00043251 Site Location: 833 E EIGHTH ST <br />Activity Summary <br />Activity Date <br />Recorded by <br />04/10/2017 Received spill notification 17-2719 at 12:15 am. RUVALCABA <br />The Union Pacific Critical Call Center (888-877-7267) was called at 12:37 PM. <br />Spoke with Alicia who had to call back in order to be vetted by the company. Alicia <br />stated the following: It was a historical release (she was not familiar with what the <br />internal phrase meant). There were 6 stored locomotives and the retention tanks <br />had been leaking for an unknown amount of time and released an unknown <br />amount water and oil mixture onto the ground, was unable to verify if concrete or <br />soil. NRC was in route to perform clean up and where about 3 hours out. There <br />were no waterways impacted. I was given Paul HoIts cell phone number (916) <br />540-0496 as the local Hazardous Materials Manager and was told he would have <br />more information. <br />After discussing the matter with Elena, I was referred to call Mike Alagado (916) <br />580-9999, another Pacific Railroad Hazmat Manager. Mike was called at 01:06 <br />PM and he made similar statements as Alicia in addition he stated that historical <br />spill refers to a spill that could not be attributed to a particular point in time or <br />incident. NRC was to remove the liquid from the retention tanks and clean up <br />affected areas of "staining". <br />At 01:14 PM, Warden Rodriguez, from the Department of Fish and Wildlife called <br />and wanted to know if we would be on site soon. He was notified that we were <br />planning to be on site today. He requested that we notify him if we did or did not go <br />at (408) 210-3882. He was planning to go the next day or the day after that. <br />At about 01:16 PM Paul Holt was called. He made similar statements as Mike and <br />Alicia. In addition he stated the initial report was made by the area environmental <br />manager who noticed light dripping from the retention tanks on the locomotives. <br />The retention tanks overfilled because of the recent rains and the leak was coming <br />from the retention tank valves. The leak was over the track ballast (gravel), the <br />plan was to shovel it and any contaminated soil that may have been affected. The <br />depth and magnitude of the contamination would have to be determined by NRC, <br />once on site. There was an area that was about 1 foot by 1 foot where the staining <br />on the ballast occurred. The waste will remain on site until it is profiled. There is <br />still some leaking occurring and waiting for NRC to empty the retention tanks. <br />Travel time to site and back to office was approximately 15 minutes. <br />04/10/2017 Prop 65 preperation. RUVALCABA <br />04/11/2017 I completed the narrative for the incident and discussed with Cesar the update on SAEED <br />the incident. <br />At 3:23pm Paul called and told me that all the locomotive will be moved out tonight <br />and NRC will be there at 06:00 am tomorrow morning to do the cleanup. Paul told <br />me that they will not start back filling until we approve the cleanup. I discussed the <br />update with Cesar. <br />I transfered the incident photos to my computer. I created a photo paged and <br />labeled the photos. <br />Scott Halkman with Arcadis left a voicemail at 4:59pm and said that he will be <br />coming tomorrow around 09:30 am to UPRR rail yard for the cleanup, and he will <br />be the contact.
