The email detailed the SAEED <br />result of the samples that were taken. I reviewed and printed the email and gave <br />them to Cesar to file with the compliant the email scott mentioned that UPRR will <br />be doing more excavation for S-4. I emailed scott and copied paul holt to notify <br />when they do additional excavation. <br />05/01/2017 Reviewed analytical results. RUVALCABA <br />05/01/2017 At 10:28 am Scott Hackman, (916-786-7369) Senior Environmental Scientist for RUVALCABA <br />Arcadis, was called to get an update on the re-sampling of sample location S4 that <br />had shown a positive for "fresh diesel" or TPH-DRO in the analytic report for the <br />first sample. Scott stated the following in summary; The S4 site had been <br />excavated and track mat had been installed along the affected rails. Lauren was <br />on site to take samples and would wait for EHD arrival. <br />Left office at 10:30 AM and arrived on site at 10:35 AM. Lauren Sipich, with <br />Arcadis and Noe Quesada, Supervisor with United Pumping were on site. The <br />affected track areas where the locomotives were parked were covered with track <br />mat. The S4 sample location had been excavated. A total of area of about 12 feet <br />wide and 24 inches deep from the bottom of the track. Soil under the rail ties was <br />not removed. One area was not excavated to the 24 inch depth because of a pipe <br />running in between the railroad ties, area was excavated to about 8 inches. 4 <br />samples were taken from the S4 original location, which was in the middle of the <br />excavation. The excavated material was stored on site in large bins. Lauren stated <br />that clean ballast would be used to backfill the excavated site. There was some <br />water observed with what appeared to be an oily sheen in the south most end of <br />the excavation. Water was soaked up using absorbent rags and about 3 inches of <br />soiVmud removed with a shovel. PID readings were taken by Lauren at each hole <br />and by taking soil from the sample site and placing it in a small plastic bag. All PID <br />readings returned a zero value. Site was left at 11:33 and returned to office at <br />11:40. <br />07/13/2017 Emailed Paul Holt regarding analytical report from sampling that occurred on RUVALCABA <br />05/01/2017. <br />07/14/2017 Hackman, Scott <Scott.Hackman@arcadis.com> responded to request for RUVALCABA <br />analytical results for testing on 5/01/2017 and stated the folowing <br />"I wanted you to know that the summary letter is close to complete for the <br />retention tank leak project. <br />The data from the 5/1/17 additional sampling will be included in the letter." <br />10/19/2017 Received and date stamped Aracadis report dated 07/24/2017. RUVALCABA <br />10/26/2017 Called Leona Winner (916) 255-6679 <br />DTSC, Brownfields and Environmental Restoration Project Manager. Wanted to <br />ask about the Arcadis report and possible referral to her office. Voice mail was left. <br />11/29/2017 Leona Winters, Senior Environmental Scientist with Department of Toxic <br />Substances Control, (DTSC) returned my call. IT was explained to her that the <br />department would like to refer the complaint to DTSC because of the lab analysis <br />that were received showing remaining contamination. Leoan stated that Union <br />Pacific would have to fill out a form and submit it to DTSC and all paperwork and <br />reports should come from Union Pacific.
