Called CHP 209-943-8600, spoke <br />with dispatch, obtained spill information, reviewed spill report. It was reported that <br />approximately 100-gallons of diesel was released due to a big rig overturn. No <br />waterways/ storm drain impact was reported. Received a call back from Sargent <br />Crutchfield 209-915-6511 who provided the information of the site access route. <br />Researched spill location. 6:30 am arrived onsite, the big rig was moved offsite, <br />met with Caltrans crew (discussed spill response with Loren Shelton). Observed <br />the stained ground on the shoulder area, didn't observe any staining on the paved <br />area, no impact to the nearby storm drain was noted. The soil at the spill location <br />appeared very loose and sandy. Caltrans (Loren Shelton) indicated that the rig <br />was towed but he is not sure where it was taken to. Due to the nature of the soil <br />Lauren Shelton indicated that the contamination likely went fairly deep and if so <br />USA dig notification will be required prior to excavation. Patriot is responding to <br />the scene today, ETA a few hours. The responsible party was no longer onsite <br />upon arrival. The responsible party is Central Transport located at 3610 52nd <br />Avenue, Sacramento, CA, 586-467-1900. 6:56 am - called the responsible party <br />phone number, the office is still closed. 7:00 am, called Sargent Crutchfield asking <br />for responsible party information, he indicated that he doesn't have it presently but <br />when he finds it out he will call me back. Sent an email to project at manager at <br />dmith@patriotenvironmental.com asking for a call regarding spill response. Called <br />Patriot Env. Dispatch, 916-256-4914, spoke with Jeanette Lovett, she provided <br />project managers contact information. Called Oswald Guzman 510-965-3889, the <br />phone went into voice mail (which was full), called Lupe 707-672-5507 he <br />recommended for me to try calling Oswald again since he is in charge of this <br />particular clean up. Called and spoke with Oswald, he indicated that they will be <br />only USA-ing the area and covering it with plastic today, no excavation is planned <br />until USA dig has been cleared. Received cell phone information for the <br />responsible party from Loren Shelton, called Justin Del Mugnaio at 916-215-5345, <br />left a voice message asking for a call back.
