He reported that cleanup is pending approval to their proposal to ERTS <br />for the removal of the contaminated dirt and back fill. They anticipate excavation to <br />take place on Wednesday, April 15, 2020. Sent LOG2 narrative report, pin, and <br />incident summary. <br />04/13/2020 Uploaded Photos from ER phone to public drive CUPA Inspection Photos Folder <br />04/14/2020 Finished ER record, converted to PDF for printing <br />04/15/2020 Prepared for spill clean-up verification inspection. <br />MURO <br />MANZO <br />FLORI DO <br />Arrived on site and met with Jamey Dobbs and Matthew Musolf, Patriot <br />Environmental Project Managers, and Bob Shanks, CalTrans Hazmat Technician. <br />Observed the spill clean-up initial excavation, which was approximately <br />15ft(VV)x15ft(L)x3ft(D). The center of the excavation showed a PID reading of over <br />100ppm. Diesel odor in the excavation was detected. Clean-up was not complete. <br />Patriot dug further at the center of the excavation to a depth of —6-8ft, where the <br />PID reading spiked to —150ppm. Patriot dug further to a depth of —9-10ft, where <br />the PID reading dropped to —80ppm. Patriot dug further to a depth of —12ft, where <br />the PID reading reached —55ppm. Discussed readings and depths with Bob <br />Shanks and Juan Armendarez of CalTrans, and Elena Manzo, Ld Sr RENS, who <br />consulted with Muniappa Naidu, CUPA Program Coordinator. Due to CalTrans' <br />concerns regarding the structural integrity of the highway above the excavation, <br />EHD agreed with CalTrans' decision to stop excavating and backfill the area. No <br />further excavation will occur. The deepest part of the final excavation was <br />5ft(L)x5ft(VV)x12ft(D) with a PID reading of —55ppm, in the center of the initial <br />excavation. PID readings of —37ppm at the northwest corner of the initial <br />excavation at 3ft depth, and —40ppm at the southwest corner of the initial <br />excavation at 3ft depth, were also obtained. Took photos of final clean-up. Left site <br />for EHD. <br />Documented findings and narrative. Downloaded photos and generated photo log. <br />Emailed Jamey Dobbs of Patriot, and CC'd Juan Armendarez, Keith Witkowski, <br />and Elena Manzo, requesting that he provide the analytical results for the two soil <br />samples he obtained before I arrived on-site today. From my understanding, one <br />sample was from the southwest corner of the 15ftx15ft excavation, and the other <br />was from the center of the excavation, both at —3ft depth. Also, —50 cubic yards of <br />excavated soil was generated from the entire spill clean-up, and will be stored at a <br />spot designated by CalTrans on Stan islaus Street. <br />04/15/2020 Review and revision of narrative.
