Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: C00052528 Site Location: 1155 N KASTELL LN <br />Activity Summary <br />Activity Date Recorded by <br />09/02/2020 Went with Ciera L. Met up with tenant David. AFONSKAIA <br />Took pictures of the white barrel make shift d-box, it was open and exposed and <br />just covered with a board. He showed me where he installed the leach line. Took <br />pictures of the tank, it did not have proper lid and it was located under the jacuzzi. <br />Told him that the septic system would have to be evaluated and repaired or <br />replaced based on the evaluation and it would have to be under permit. <br />09/02/2020 Called owner Mark. Let him know about the condition of the septic system. He AFONSKAIA <br />said that he had tried to get out there earlier to check what was wrong with the <br />system but the tenant would not let him on the site. I told him that he would to <br />have the tank and system evaluated to see what is causing the failure and what <br />will need to be done to correct it. I told him that any septic work that needs to be <br />would have to be done under permit with the EHD and we would need to inspect <br />the work that it done prior to backfill. I let him know where he can access the <br />current permits associated with the address. I let him know that at the very least <br />for now the tank will need proper lids so that it is secured and the jacuzzi will have <br />to be moved so that it is not located over the tank. Also the illegal leach line will <br />need to be disconnected. I let him know that I will send out the notice to abate <br />today and verified the address with him. <br />Sent out notice to abate. <br />09/04/2020 CERTIFIED MAILED SEWAGE NOTICE TO ABATE. SOK <br />MARK TROXELL <br />3138 ASHLEY WAY <br />ANTIOCH, CA 94509 <br />70191640000153617991 <br />09/16/2020 Emailed Mark pictures of the tank, the barrel d-box, and the approximate area of AFONSKAIA <br />the illegal leach line. <br />10/20/2020 Mark called me and let me know that he has not been able to access the property AFONSKAIA <br />at all, he tried to go with the sheriffs but the tenant would not let him onto the <br />property to do anything. He said he is still trying to get permission onto the <br />property from the courts but they are a bit slow right not so it may be some time. I <br />told him that it's understandable that he can't get anything done right now but at <br />some point when he does get access the septic system will have be repaired <br />under permit. <br />Abated complaint to PRO546162. <br />07/16/2021 Kastell 1155.
