I. INTRODUCTION This report issues my findings regarding the Nitrate Loading and Soil Suitability Studies completed for the subject property and project, located in Manteca, California at the address and APN Number referenced on the Title Page. The purpose of these Studies is to provide the San Joaquin County Environmental Health Department(EHD)with information regarding the soil and groundwater in regards to permeability and nitrate loading potential from the proposed on-site wastewater treatment system (OWTS)that will serve the new walnut bulk storage building. Two Unisex Restrooms exist on the subject Parcel which were installed prior to the change in land use of the subject property. These studies comply with San Joaquin County Development Title, Section 9-1105.2(d). Mr. Chris Van Groningen and the engineer-of-record,Mr. Jason Toste, PE of Toste Engineering provided the preliminary information to complete these studies. Within the text of this Report, Bolded Section (§) numbers are referenced at the beginning of an applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other sections of the Checklists. NLS§2.3,SSS§3.1. The subject property is located south of Manteca and east of Ripon. Sewer facilities from these cities will not expand to this area for several decades, if ever. Domestic water for the subject facility is provided by on-site domestic wells located near the center of the property and at Mr. Van Groningen's residence. SSS§ 1.2. The proposed development is detailed in the Site Plan found in Appendix A. Currently, the property consists of the illustrated facility, surrounded by orchards. The subject APN Parcel is a total of 27.9 acres. The following is a summarization of the information collected to complete these studies and fulfill the requirements of EHD. The existing wastewater system operational parameters are also discussed within this report to supply additional information to EHD: • The proposed disposal area and the required 100%reserve/replacement/addition areas have been illustrated on the Site Plan. • The on-site soils were analyzed for the ability to accept wastewater effluent flows, and to assess their characteristics to mitigate nitrate impact. This was accomplished by soil physical and chemical testing. Physical testing included percolation testing and texture analysis. Chemical testing included analyses for the constituents that influence nitrate loading. • The Nitrate Loading Calculations and wastewater disposal system operational parameters were formulated from contemporary scientific literature and the San Joaquin County Environmental Health Department Onsite Wastewater Treatment System Standards. 1 Chesney Consulting
