O'Reilly Auto Parts
Store Operations Manual
Section: 1600 - Risk Management and Safety
Subsection: 1621 - Retail Waste Bucket Program
Page last updated: 6/4/2019
Program Overview
Federal and State regulations require damaged/leaking chemicals to be stored at the site of waste generation; we can no longer return
damaged/leaking chemical products to our Distribution Centers for waste determination and consolidation. In order to comply with waste
regulations, our company has launched the Retail Waste Bucket Program. Given the wide variety of chemical products offered for sale
through our store locations, this program divides our stores'chemical products into 5 specific chemical categories or"waste streams";
aerosols, flammables, acids, alkalines, and reactives. The vast majority of our damaged chemical products will fall under either the
flammable "red"or aerosol "green" buckets.
Stores will receive one initial bucket with lid as well as hazardous waste bags, a clipboard, Waste Stream Legend, Damaged Product
Log, Stericycle Poster, and instructions from section 1621 of the Store Operations Manual. Once the initial bucket has been used for a
waste stream, the store should order a second bucket to keep on hand as a backup. Damaged/leaking items will be stored in the proper
waste stream bucket at your store before being picked up by our authorized waste hauler.
All information and forms described below can be found under Retail Waste Bucket Program in the Resources section of TeamNet.
***** CALIFORNIA STORES ONLY *****
California stores will need to have 6 waste buckets setup at all times, one for each waste stream along with 1 extra empty bucket.
Please print the bucket labels from TeamNet and write your store's EPA ID# in the space provided. (Labels and EPA ID found in
RESOURCES > RETAIL WASTE BUCKET PROGRAM)When the first item is placed in a bucket you will need to record the
current date.
(Buckets MUST be picked up no more than 180 days from the date the bucket is first used.)
Is it a waste?
The first step is to make a "waste determination"to determine if a chemical is still usable as a product or if it is a waste. Any product that
cannot be used for its original intended purpose should be classified as a waste. Outdated, obsolete, leaking products should typically be
handled as waste. Please consider the following options for utilization or sale of a product prior to following the Retail Waste Bucket
Program instructions in the following section.
• If the product label is legible, the packaging is functional, and the product is not leaking, consider selling this product either off the
shelf or on the closeout rack.
• Another option is to use the product for store use for store cleaning or for delivery vehicle use (i.e. pour fuel injector cleaners into
the store delivery vehicle gas tank, wax the delivery vehicle instead of placing a damaged spray wax product into a bucket, etc).
• A professional customer may also be interested in purchasing these discounted products for use in their facilities.
After all of these options have been exhausted, or if the product cannot be used for its original intended purpose, it must be disposed of
following the Retail Waste Bucket Program instructions provided below. Always wear the recommended personal protective equipment
when handling chemical products!
