the project shall be in place and fully operational. The MHCSD General Manager may defer the <br />installation of a facility if it can be demonstrated to the satisfaction of the MHCSD General <br />Manager that it is not required. Any deferral will require the developer to provide the MHCSD a <br />bond insuring the eventual construction of the facility. <br />6. All conditions on the "Will Serve" letter from the Mountain House Community Services District <br />shall be met prior to approval of Final Map. The MHCSD General Manager may defer the <br />installation of a facility if bonding is provided or it can be demonstrated to the satisfaction of the <br />MHCSD General Manager that it is not required. <br />7. All reference to approvals herein by the MHCSD shall be interpreted as approval by the General <br />Manager or his designee except for those approvals specifically delegated by law to the Board of <br />Directors. <br />8. All references to bonding shall mean a bond or any other security acceptable to MHCSD. <br />9. All conditions of approval and all applicable impacts and mitigation measures identified in the SP <br />II plan and SP II EIR are to be met prior to filing of any of the project's Final Maps unless <br />specifically noted under a condition and shall be in compliance with the MHCSD standards and <br />specifications and as directed by the MHCSD General Manager. The MHCSD General Manager <br />may defer a condition if bonding is provided and it can be demonstrated to the satisfaction of the <br />MHCSD General Manager that it is not required. <br />10. Public lands shown on the tentative map shall be dedicated or offered for dedication to MHCSD <br />at the time of approval of the Final Map in accordance with the PLEP Ordinance, if applicable. <br />11. All street cross sections shall meet all applicable State Fire Code requirements as determined by <br />the MHCSD general Manager. <br />12. Groundwater rights shall be dedicated to the MHCSD upon approval of Final Maps. <br />13. Whenever all or any portion of a local or arterial street is constructed, the improvements shall <br />include the installation of all streetlights. The Neighborhood lighting shall be provided as required <br />by the MHCSD Design Manual unless otherwise approved by the General Manager. A <br />Photometric layout of the lighting along with calculations showing conformance to MHCSD <br />Standards shall be required. Street lights shall conform to the MHCSD Technical Specifications <br />and Standard Details. <br />14. Restricted access shall be shown on the Final Map and shall be in accordance with the Master <br />Plan, the Design Manual, and the MHCSD's Specifications and as directed by the General <br />Manager. <br />15. Record Drawings shall be provided prior to acceptance of the improvements by the MHCSD. <br />Record Drawings shall also be provided in digital format consistent with MHCSD File Format. <br />16. If project points of entry are gated: <br />a. The gate location and design must be reviewed and approved by the MHCSD prior to <br />filing of final map. <br />b. Prior to issuance of first building permit, the developer must make improvements as <br />recommended by the traffic Engineer. <br />17. Monitoring Agreement: The developer shall fund the Community Monitoring and Mitigation <br />Monitoring Programs including the annual Traffic Monitoring Report. The developer shall also <br />fund the MHCSD's efforts to monitor compliance with the Tentative Map conditions of approval. <br />Timing: Ongoing. <br />18. Final Map Digital File: A digital file of the Final Map shall be submitted to the MHCSD and to the <br />Community Development Department. The digital file format shall be consistent with <br />Resolution Template 01/2017 <br />
