Discussed the notice to <br />abate with John Brainard who told me he would have the information for me <br />tomorrow. However, due to my supervisor's request that I issue a notice to abate <br />to the responsible party today, I asked John Brainard if okay to issue the notice to <br />abate to the responsible party, Estes Express. He said yes. John Brainard <br />previously mentioned in the email with the SDS sheet as being located in <br />Modesto. <br />Searched Estes Express in Modesto California. <br />Generated Complaint and Notice to Abate and emailed to Estes Expressway at <br />modesto@estes-express.com. <br />9:22 PM Received an email from John Brainard. He was upset that I emailed the <br />notice to abate and said i sent to incorrect recipient. I replied to let him to let him <br />know I was doing what I was instructed to do, which was to send out the notice to <br />abate today. <br />John Brainard gave me sufficient information to find the facility, but did not provide <br />contact information. I searched the internet and found the facility in Modesto. <br />I replied to let him know I sent the notice to abate that evening because my lead <br />supervisor instructed me to. <br />07/21/2020 4:00 PM: Received a spill report Cal OES Control #:20-3863 with one-quart <br />release of toleune or sodium hydroxide solution at 6540 S Austin Rd. I called the <br />person notifying Cal OES, Cisco Sanchez (BNSF) 817-593-6823. Cisco Sanchez <br />reported that spill container was carrying both toleune and sodium hydroxide <br />solution, but they were not certain which released. No evacuation or impact to <br />water ways. Cisco Sanchez provided the onsite BNSF personnel contact <br />information: John Brainard (BNSF) 460-6061 Called John Brainard (BNSF), he <br />told me he went to investigate the leak and turns out it is petroleum compressor <br />lubricant. No water ways were impacted. The spill is contained in the leaker pit at <br />6540 Austin Rd, BNSF.
