Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: CO8XHF1 N6 Site Location: 6540 S AUSTIN RD <br />Activity Summary <br />Activity Date Recorded by <br />07/21/2020 Discussed complaint with Lead Senior Elena Manzo (EHD). Let her know that MURO <br />John Brainard (BNSF) said the spilled material, petroleum compressor lubricant, <br />was non-hazardous. I let her know RP and BNSF were in the process of getting <br />the Safety Data Sheet for the spilled material. Elena Manzo asked that I request a <br />photo of the contained railcar and that I issue a notice to abate today, 7-21-2020. <br />07/22/2020 Received cleanup details and photo log from Jason Gaitan (EHD). MURO <br />07/22/2020 Received responsible party contact information from John Brainard (BNSF) and in MURO <br />a separate email I received an SDS sheet for the petroleum compressor lubricant. <br />07/22/2020 Received call from Claudia Muro (EHS) updated me on complaint and sent me GAITAN <br />emails and contact information from Sam, supervisor, Patriot Environmental. <br />07/22/2020 Contacted Sam, Patriot Environmental. (916) 296-5886 GAITAN <br />Discussed clean-up. Sam stated that he will update me when clean-up is almost <br />complete. <br />07/22/2020 Received call from Sam, Supervisor for Patriot Environmental. Stated clean-up <br />was almost complete. <br />Met with Sam, showed me initial spill site (space 524). Stated that he used <br />absorbent on the impacted asphalt. No detectable odors or sheen were observed <br />on the asphalt. I determined clean-up to be adequate. One 55-gallon drum half <br />filled with absorbent with cooling liquid were generated from clean-up. Patriot <br />Environmental stated that responsible party, is taking the absorbent with cooling <br />oil and reclaiming the remaining cooling oil as product. I asked if Sam could open <br />the one 55-gallon drum half-filled with absorbent with cooling oil. I observed no <br />odors or evidence of saturation from the absorbent. <br />Contacted Elena Manzo (Lead Senior REHS) discussed complaint. Based on <br />discussion <br />In total Two 55-gallon drums with reclaimed cooling oil were generated and one <br />55-gallon drum half-filled with absorbent with cooling oil were generated. All drums <br />were placed in the Estes truck and will be taken by the responsible party. <br />GAITAN <br />07/22/2020 Updated Claudia Muro (EHS) on complaint. requested Estes contact information. GAITAN <br />She stated that she is still waiting on the information from John Brainard, BNSF. <br />07/22/2020 Generated photo log, gave copy to Claudia Muro (EHS). GAITAN <br />07/23/2020 Updated Complaint and Notice to Abate with responsible party information and MURO <br />emailed notice to abate to Colin Morrison at colin.morrison@estes-express.com. <br />Reviewed photos from Jason Gaitan, (EHD) who verified adequate cleanup of the <br />material release. I asked Colin to confirm whether any or all of the three 55-gallon <br />drums packed as product will be reused. <br />Completed Prop 65 and Emergency Response Record and site map. <br />Reviewed Final CIS photo report generated by John Brainard, (BNSF) Received <br />7-23-20. <br />07/28/2020 No response to my email. Searched contractor information. Emailed Derek Smith <br /> MURO <br />(Patriot) question regarding no waste being generated for this facility. <br />08/04/2020 Completed narrative.
