Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00052461 Site Location: 19153 E GAWNE ROAD, STOCKTON, CA <br />Activity Summary <br />Activity Date Recorded by <br />08/18/2020 Emailed photos I took to Jon Brower (Ag Comissioner's Office) and Joseph MURO <br />Geraldes (Ag Comissioner's Office). <br />Joseph Geraldes (AG Commissioner's Office inspector) responded to my email <br />with the photos I sent. On page one of 3 there is a photo with an empty white bag <br />that shows partial blue letters, possibly product brand name. When I took the <br />photo, I didn't try to move the bag to get a clearer view of the writing as I was <br />afraid of falling in the ditch. Joseph indicated that the bag has markings that may <br />indicate what the contents were and could possibly be the source of the pollutant <br />that caused the white coloring. He also said that the biologist, Jon Brower would <br />be going out there again. Jon Brower called me to let me know he is out doing <br />inspections and will look at the photos this afternoon. He later called and asked <br />where exactly the bag was located. I told him on the south drainage ditch on the <br />corner of Gawne Rd and Berkeley Ave. <br />Updated Elena Manzo (EHD). Elena asked that I check for any property owners' <br />that may be on our inventory. I went through several parcels on parcel viewer and <br />then searched EC. I did not find any with a program at EHD. Parcel viewer does <br />not have phone numbers. Elena also suggested I search CERS. I searched each <br />property, but found not facilities under any of the addresses. <br />I called Justin Padilla (San Joaquin Stormwater Pollution Prevention Program) <br />209-468-2907. Justin told me they do not have any maps that show where the <br />drainage ditches lead to. He also searched the address and told he it was far in <br />rural area. They do not have enough man power to cover all areas. He said the <br />cover unincorporated areas that are closer to the incorporated areas. He <br />suggested I contact SJ Public works or the irrigation district. He provided the <br />irrigation district belonging to the area: Central San Joaquin Water Conservation <br />Irrigation, 209-466-7952. I called the irrigation district and spoke to Reid Roberts <br />(district manager). I gave him the information and he told me he will look into it and <br />call me back. <br />Updated Elena Manzo. Elena asked that I meet with Jon Brower tomorrow since <br />he was going to look at the bag. <br />Reid Roberts called me and reported that he sent "his guy" to take a look at the <br />reported white substance on the drainage ditches. Irrigation staff reported that it <br />looked like someone dumped "toilet water" into a ditch. <br />Emailed Jon Brower to ask what time he will be going to Gawne Rd tomorrow. <br />51 05. rpt <br /> <br />Page 3 of 6
