Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00052461 Site Location: 19153 E GAWNE ROAD, STOCKTON, CA <br />Activity Summary <br />Activity Date Recorded by <br />08/19/2020 Received reply from Jon Brower (Ag Commissioner's Office Biologist). He said he MURO <br />would be out there between 9 AM and 9:30 AM. I met with Jon. He told me he was <br />able to determine what the bag was. It was an empty bag of Yara Mila 15 - 15 - 15. <br />Jon Brower stated that he doesn't know how they will proceed with this. His <br />supervisor is out for the rest of the week. He told me they do run samples but only <br />to determine if a particular pesticide is present per sample run. He feels this is still <br />inconclusive. <br />I drove east on Gawne Rd and stopped on the corner of Berkeley Ave and Gawne <br />Rd to look at the bag and take photos. I observed a putrid odor. There was still <br />water, about one foot in depth. I then drove further east past Country Rd, and <br />didn't observe any white substance there. I turned back and turned north on <br />Country Rd. I took two pH samples on the corner of Gawne Rd and Country Rd. <br />Both pH samples matched the 7 pH color guide. On the west side of country road, <br />about 700 feet from Gawne, the drainage ditch had black water. There was <br />minimal white substance on this side, however, this is upstream and travels to <br />Gawne Rd then west. Took photos. Took notes on areas with white substance. In <br />total about 6000 feet of white substance was observed. <br />08/19/2020 Discussed today's findings with Lead Senior Elena Manzo. MURO <br />Searched Yara Mila 15 - 15 - 15 Fertilizer SDS sheet and reviewed for aquatic <br />toxicity. <br />Printed photos and a map of Gawne Rd vicinity for discussion with Muniappa <br />Naidu (Assistant Director). <br />Called complainant update to provide complaint status. Complainant was very <br />upset that no one is sampling the white substance. <br />Discussed complainant's phone call with Lead Senior Elena Manzo. <br />08/20/2020 EHD Lead Senior Supervisor, Elena Manzo and EHD Assistant Director Muniappa MURO <br />Naidu (Muni), and I discussed the complaint. It was decided by Muni that due to <br />the extent of impact, we will be referring to the Central Valley Regional Water <br />Quality Control Board. <br />Muni is also notifying EHD Liquid Waste Program Coordinator, Michael Kith <br />because Reid Roberts (Central San Joaquin Water Conservation Irrigation) <br />reported that his staff went out to look at the drainage ditches and the water <br />appeared to have "toilet water" contamination. <br />Sent pdf files of all photos to Elena Manzo. <br />Updated Jon Brower (Ag Commissioner's Office) and Joseph Geraldes (Ag <br />Commissioner's Office) on complaint status via email. <br />08/24/2020 Called Jonathan Brower (Ag Commissioner's Office) 209-953-6000 for update MURO <br />from his agency..
