Arrived on-site and met with Ryan Mock and <br />the Battalion Chief Jones of Lathrop-Manteca Fire Department. Observed the <br />leaking tank labeled Phosphoric Acid, 23.5 TK, 4927 TK449. Observed leakage of <br />phosphoric acid on the gravel, about one foot in width, around the diameter of the <br />tank bottom. Ryan states there may or may not be a concrete pad underneath the <br />tank; on-site personnel will be inspecting the tank every hour for further leakage; <br />the phosphoric acid will begin being pumped from the tank and into rail cars <br />tomorrow; once the tank is emptied the tank's inner bladder will be inspected and <br />removed for repairs, and the inside of the tank will be inspected and repaired; and <br />the EHD will be notified if the leakage worsens and updated on the remediation <br />progress. Ryan provided a copy of the Safety Data Sheet for the phosphoric acid <br />inside of the tank. Updated Muniappa Naidu, Asst. Director. Left site for home. <br />Arrived home. <br />Assisted C. Muro with the initial phone calls to facility to obtain the spill <br />information. Provided updates to M. Naidu and M. Nissim (program coordinator); <br />due to the potential severity of the incident. —50K gallon phosphoric acid tank <1 <br />pH is leaking, the leak can't be stopped at this time, facility will bring rail cars to <br />start material off-load. <br />Called Lathrop Manteca Fire department, (209) 941-5100, spoke with Daniel <br />Suarez, Fire engine engineer, they didn't receive the spill report. Emailed spill <br />report copy to dsuarez@lmfire.com. Daniel indicated that their fire engine will be <br />responding to the incident. <br />Generated Notice to Abate.
