Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COLDTH9GK Site Location: 1000 E ROTH RD <br />Activity Summary <br />Activity Date Recorded by <br />10/24/2020 5:42 PM Received page from the San Joaquin County Sheriffs Office. Spoke to MURO <br />dispatcher who reported a 5- gallon release of motor oil at 1000 E Roth Rd <br />Dispatcher reported that there was no impact to waterways and contact <br />information. <br />5:46 PM Called person notifying the Sheriffs Office: Dennis McCabe (Union <br />Pacific Railroad) 888-877-7267 for information: Dennis reported that the release <br />was now estimated to 50 gallons. He made the notification to Cal OES [ Cal OES <br />Spill Report #: 20-5946]. There was no impact to waterways, no evacuations, and <br />no injuries. Dennis did not know if the release was contained. He reported that <br />Mike Algots (Hazmat Field Manager at Union Pacific Railroad) was onsite. He <br />provided Mike's cellphone number. <br />5:59 PM I called Mike Algots, 916-789-5241, the phone call went to voice mail. I <br />left a message asking him to call me back. <br />6:11 PM I called Dennis McCabe again since I had not heard from Mike Algots. I <br />asked for location of release and if he had an ETA for the cleanup. Dennis <br />reported the release occurred on the west end of track 168 west and main line at <br />mile post 86 Oakwood Lathrop yard. He provided Patriot Environmental will be <br />cleaning up the release and as estimated time of arrival which was two hours from <br />5:43 PM. <br />6:17 PM Called Lead Senior Stacy Rivera. to discuss response information. <br />6:44 PM Called Brandon Eck (Field Supervisor at Patriot Environmental) <br />916-767-9598, to ask if he knew who would be supervising the cleanup. Brandon <br />reported he would be supervising. I let him know I would be heading out to the site <br />and would meet him there. <br />7:15 PM En route to site. <br />7:45 PM Arrived at 1000 E Roth Dr and checked in. <br />Union Pacific personnel had me follow theim via caravan to the Union Pacific. The <br />told me to keep driving down the side road, until I reach the cleanup crew at the <br />Union Pacific Lathrop yard. I stopped about 3/4 of a mile due to not being able to <br />drive through bumpy terrain and vegetation. I walked the rest of the way. I met with <br />Brandon Eck and Chris Feathers (Field Supervisor at Patriot Environmental). Mike <br />Algots was no longer onsite. <br />Chris showed me the oily release on the railroad with the main spill, which was <br />about 120 feet of railroad in distance. The oil seems to have puddled on the end <br />opposite of the main line connection to Track 168. Chris also showed me the <br />locomotive's sump in which the sump had filled with oily water. He let me know tht <br />would be pumped out. Cleanup will begin today on Track 168 and the sump, but <br />will not be completed for the mainline. Cleanup on the mainline will be another day <br />because they have to schedule to bring out the high rail guzzler to vacuum the <br />rest. <br />Called to discuss with Stacy Rivera. <br />Called Brandon Eck to let him know that I will be leaving and will verify the cleanup <br />on the day I verify both for main line and track 168. I asked that he sends me <br />photos of excavated soil area. <br />Generated complaint and completed a Notice to Abate. Emailed the Notice to <br />Abate to Mike Algots at mjalgots@up.com and cc'd Lead Senior Elena Mano <br />5105. rpt Page 2 of 5
