Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COLDTH9GK Site Location: 1000 E ROTH RD <br />Activity Date <br />Activity Summary <br />(EHD). <br />10:12 PM END <br />Recorded by <br />10/25/2020 Reviewed the spill cleanup update and photos from Patriot Environmental. MURO <br />Received at 8:44PM. Replied to confirm receipt and to let them know i will be <br />following up on Monday, 10/26/2020. <br />10/26/2020 Called Mike Algots (Union Pacific) 916-580-9999 for update. Mike reported the <br />following: The soil where the oil was released was hard-packed type. The The oil <br />only traveled a few inches deep. Patriot generated seven 55-gallon drums of oily <br />solids and one 55-gallon drum of oily liquid that was pumped from the locomotive's <br />sump. Final cleanup will be this Wednesday, 10/28/2020 or Thrusday, 10/29/2020. <br />MURO <br />10/27/2020 OES Spill Report had address as 100 E Roth Rd. Confirmed address with Mike MURO <br />Algots (UP) to be 1000 E Roth Rd. <br />Updated complaint report, completed Prop 65, emailed to lead Senior Elena <br />Manzo (EHD) for review. <br />Completed emergency response record. <br />Sent text to Brandon Eck (Patriot) inquiring scheduling information for cleanup. <br />10/28/2020 Reitrieved Brandon Eck's (Patriot) response to my text sent 10-27-2020. He asked <br />that I contact Derek Smith (Patriot) 916-347-8724 for that informaiton. <br />MURO <br />Called Derek Smith, who reported that Patriot is onsite. He anticipates that the <br />cleanup will be completed in about two hours. I asked him to call me before they <br />complete the cleanup so that I can verify. <br />Received call from Derek Smith letting me know they are close to completion. <br />10:14 AM I arrived at the oil release site. Met with Derek Smith. Derek reported <br />that the initial cleanup for Track 168 and the sump concluded at 4 AM on Sunday, <br />10-25-2020. I inspected the approximately 120 feet area on the railroad track that <br />was cleaned up on 10/24 and 10/25. Oil-contaminated soil and ballast a mini <br />guzzler, oil on tracks and rail was cleaned with absorbent pads. The locomotive <br />was no longer there. I looked under the ballast and did not observe it to be oily. <br />Derrick Smith reported that the locomotive that caused the release had the oily <br />water pumped out of the sump. Chris Feathers (Patriot) reported it generated <br />about 3/4 partially-filled 55-gallon drum. I observed this rail road track to be <br />adequately cleaned. The main railroad had lighter impact of oil leak since the <br />locomotive was traveling to the north. The impact was a length between 500 - <br />1000 feet. Oil on ballast and soil was cleaned using a mini guzzler. Oil on tracks <br />and rail was cleaned with absorbent pads. The main line was also deemed to have <br />been cleaned adequately. In total, the waste generated from the main line and the <br />eight 55-gallon drums of waste generated from first cleanup on 10-24 & 10/25 will <br />be placed in a 20 yard bin and will be stored at the Stockton Union Pacific Yard <br />located on 833 E Eighth St pending profile. <br />5105. rpt <br /> Page 3 of 5
