Complaint Investigation Summary Report #. 5105 <br />COMPLAINT ID: CONZYOFMJ Site Location: 6649 EMBARCADERO DRIVE <br />Activity Summary <br />Activity Date <br />07/30/2021 Contacted Timothy (Tim) Fontaine at 209-640-3556 at approximately 9am. Tim <br />states that he just got off the phone with Tow Boat USA is now waiting for a quote <br />and estimated tow time. Tim states he anticipates the boat will be towed today. <br />Tim states there is still no sheen observed at the site. Tim provided contact <br />information for Jason McDermott 209-598-0097 who would be the on-site <br />coordinator from today through Sunday. <br />Recorded by <br />VANG-LEE <br />I called Jason at approximately 12:30pm at 209-598-0097. Jason states that he <br />just noticed Tow Boat USA arriving on site but has not made contact with them <br />yet. Jason states there is no sheen in the water as of now. I informed Jason to <br />provide photos of the boat being towed if there is no evidence of a release and told <br />Jason to notify me immediately if there is any evidence of a release during the <br />towing process. <br />I called Jason again at 1:52pm to get a status update. Jason stated that divers <br />are at the site now and they are still waiting for the tow boat. Jason stated that <br />when he saw Tow Boat USA during our earlier conversation, they were there for a <br />different boat. <br />I received a text message from Jason at 2:29pm stating that "The Tow boat is <br />about an hour out. They plan on towing it the short distance to our launch ramp <br />and trailering the boat out". Jason also reported a "small rainbow sheen in the <br />containment boom. Maybe about a 2ft square area". I called Jason and and <br />asked him to send me pictures of the area. I received the pictures, discussed the <br />photos with Melissa Nissim and Stacy Rivera, and generated a complaint. I called <br />Jason back and he estimated that the tow boat would not be on site until <br />approximately 4pm. <br />I got a call from Jason at 3:53pm stating that the tow boat just arrived and they are <br />getting ready to pull the boat out. I asked Jason to take photos if we do not arrive <br />at the site before the boat is towed. The after hours person will follow-up with the <br />complaint. <br />08/01/2021 Received status update from Jason. Received Towboat USA contact info and <br /> MURO <br />photo of slip area. <br />08/02/2021 Completed complaint information and emergency response record. BAKER <br />Called Tim Fontaine (Harbor Master) at 209-951-1551 regarding waste generated. <br />Four spill pads and some boom were generated from the clean-up (less than a 55 <br />gallon drum). Waste will be disposed of as hazardous waste with regular pick-up. <br />Disposal records will be verified on next routine hazardous waste inspection <br />(PRO517849). <br />08/02/2021 Updated Elena Manzo and Lydia Baker. MURO <br />08/03/2021 Called Tim Reiseck (Owner) at 209-484-7238 regarding location of boat and fuel <br />on board. No answer. Called Aubrey with Tow Boat U.S. at 925-477-0068. Boat <br />was taken to Tow Boat U.S. yard at 6329 Bethel Island Rd, Bethel Island. Boat <br />will be salvaged and fuel on board will most likely be disposed of as hazardous <br />waste.
