Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: COPPAQCQZ Site Location: WESTBOUND HWY 4, 3 MILES EAST OF TRACY BLVD <br />Activity Summary <br />Activity Date Recorded by <br />08/05/2021 I contacted Juan Armendariz to get an estimated time of clean-up. Per Juan, road VANG-LEE <br />closures should be complete by 9am and clean-up would start shortly after. <br />Inspectors Vicky yang-Lee, Elena Manzo, Kristina Saeturn of the EHD arrived on <br />site shortly after 9am. Juan Armendariz of Caltrans and Ponder Environmental <br />were on site. The road was not yet closed and clean-up did not start yet. I <br />received an email from Agustin Diaz of the Ag Commissioner with contact <br />information for the farmers in the area. While on site, I contacted the farmers to <br />notify them of the diesel spill entering the slough and advised them to contact me <br />if they notice any odor or sheen when pumping water from the slough. I contacted <br />Kent Kiefer of Herbert Speckman Farms at 209-649-3456, Tyler Williams of WMD <br />Farms at 209-678-0223, and Jim Barsoom of Ensher-Alexander Barsoom Farms <br />at 916-417-8206. I left messages for Ronnie Del Carlo Farms at 209-464-2724 <br />and B&R Te Velde Farms at 209-481-3641. Per Juan, clean-up would not start for <br />another hour. I left the site at approximately 9:45am. <br />I returned to the site at approximately 11:15am. Ryan Rodriguez of Fish and <br />Wildlife and Lonnie Jones of the Coast Guard were now also on site. Ponder <br />Environmental was still actively removing the contaminated hyacinth water plants <br />from the slough and placing it into a 20 yard bin. There was sheen observed in <br />the slough in the areas where the plants had been removed. Absorbent pads <br />were placed in the slough to absorb the diesel. Per Ryan of Fish & Wildlife and <br />Jose of Ponder, they are trying to complete the clean-up by 3pm. I left the site at <br />approximately 12pm. <br />I returned to the site at approximately 2pm. All the impacted water plants had <br />been removed, placed into the 20 yard bin, and would be hauled to a Caltrans <br />location on 270 S. Aurora St, Stockton, Ca 95206. The shoulder of highway 4 had <br />been excavated but due to moisture from the plant removal, I was unable to <br />determine if the clean-up was adequate. Clean-up is incomplete and will resume <br />08/06/2021 at approximately 9am. Ponder will return to remove the hard boom, <br />absorbent boom, and absorbent pads from the water. The excavated shoulder will <br />be backfilled with gravel after the EHD has confirmed clean-up is adequate. <br />Completed Prop 65 and generated an Emergency Response Record. <br />08/06/2021 Left for site to verify clean-up. Arrived on site. Boom and absorbent pads still in <br />water. No sheen observed. Faint smell of diesel observed. Area of excavation <br />was muddy. Unable to determine if soil still contaminated with diesel. Dry areas <br />appeared to be clean. Clean-up plan for the day was to remove boom and backfill <br />soil. Sent photos of site to Fish & Wildlife and the Coast Guard. Called Craig <br />Haffner (Fish & Wildlife Biologist) at 707-718-6948 and discussed photos and <br />plan. He said that it was ok to go ahead with the clean-up as planned. Called <br />Lonnie Jones (Coast Guard) at 614-212-3464 and discussed photos and plan. He <br />said it was ok to go ahead with the clean-up as planned. Six garbage bags of <br />boom and absorbent pads were generated from the clean-up. Hard boom was <br />removed from water. No sheen observed after boom and absorbent pads were <br />removed. Waste will be taken to CalTrans yard.
