Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00050597 Site Location: 1550 S B ST #39 <br />Activity Summary <br />Activity Date Recorded by <br />10/02/2019 5:12pm Muniappa Naidu called me on ER phone. Pulled over to the side of the GAITAN <br />road. He informed me of complaint at a mobile home park that was having a <br />sewage overflow. Muni stated that he will be sending me a picture of the complaint <br />generated. Reviewed complaint and headed over to Charter Way Mobile Home <br />Park located at 1550 S B St. Stockton, CA 95206. <br />6: pm Arrived on site. Drove around the Mobile Home Park. Could not observe any <br />noticeable sewage leakage. Called complainant Sonya. <br />Phone: (209) 817-1403 <br />6:05 pm Parked truck and met with Mary Rosina, Owner of Charter Way Mobile <br />Home Park. I let her know the nature of the complaint. She stated that she was <br />unaware of any sewer leakage. She began walking me to a nearby mobile home. <br />She stated that this could be it. It was slowly dripping liquid and no odor was <br />coming off it. <br />6:17 pm Called Muni to update him on what I found so far. Informed to look up <br />septic tank and to check if septic tank is overflowing. <br />6:21 pm received call from Sonya, complainant. She stated that she is the <br />daughter of the complainant and that she does not live at the mobile home park. <br />Sonya stated that she will have her mother call me. <br />6:31 pm Owner and I began walking towards the septic tanks. I took a photo of the <br />septic tanks there was no noticeable leakage or odor occurring at the site. <br />38 pm received a call from Carol Dawes, complainant's mother. <br />Phone: (209) 992-1898 <br />She explained to me that the sewage leakage is coming from the front of the <br />owner's mobile home. She explained that once you pull into the entrance that the <br />leakage is on the right. <br />I asked the owner if there were more than one entrance into the mobile home <br />park. Mary stated that there was only one. We began walking towards the <br />entrance and an odor was in the air. I asked a nearby tenant if she was aware of <br />any sewage leakage. She pointed me towards the Mary's mobile home. Began <br />walking towards the mobile home and found a dump station for recreational <br />vehicles overflowed with liquid waste. I asked the owner how long it has been like <br />this and she stated that it has only been two days. I asked if she were going to do <br />anything to fix it. She stated that she will call the maintenance guy to come fix it. <br />Maintenance guy told her that he will come the following day. Went back to ER <br />truck to begin typing the Notice to Abate. Cited the following violations: <br />-Discharge of any waste, including sewage <br />-Improper disposal of a hazardous waste <br />-Permitting or Maintaining a Nuisance <br />Mary signed the notice to abate. I sent the signed notice to abate to Mary Rosina <br />via email. <br />Email: chartermhp@gmail.com <br />7:17 pm updated Muni. He suggested calling Michael Kith (Program Coordinator) <br />to ask on how he wants me to proceed. <br />20 pm called Michael. Explained the situation. He stated that it was okay to <br />leave the site and that he will send a water quality inspector to the site tomorrow <br />(10/3/19). <br />7: 22 pm called Muni updated him on the conversation with Michael. Muni stated <br />that he wants to make sure the perimeter of the dump station was secured. I <br />asked the owner, Mary, if she had anything to secure the dump station. She used <br />construction cones and caution signs to secure the dump station.
