Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00050597 Site Location: 1550 S B ST #39 <br />Activity Summary <br />Activity Date Recorded by <br />10/03/2019 Called Mary to speak about overflowing RV dump station but no response. Left a AFONSKAIA <br />message to call back to get more information. Spoke to Michael about complaint. <br />He said that it would be considered a holding tank and it must have an overflow <br />alarm and they have to pump it. Need to check pumping records and if the holding <br />tank is permitted or not and check if they got it pumped and if there is an <br />audio/visual alarm. <br />10/03/2019 Arrived on site and saw area marked off by cones. Spoke with park supervisor <br />Marta Rodriguez, got her contact information. She said that she and her <br />maintenance person Michael have been trying to unclog the holding tank with a <br />snake but have not been successful and that Michael went to home depot to get a <br />p trap to try to unclog it. She thought that one of the leach lines was clogged. I <br />asked her if the holding tank was indeed connected to any leach lines and she <br />said she didn't know because they have just purchased the property last year and <br />don't have any information. Michael had dug a little bit around the tank to try to find <br />any connection but did not find any yet. She said that when Michael flushed the <br />toilet in the RV neaby that the liquid level in the holding tank went up so he <br />believed that the RV may be connected to the holding tank. Although each RV is <br />supposed to have it's own septic system. I told her that if this is in fact just a <br />holding tank with no connections then they will have to get it pumped and have an <br />audio/visual alarm alerting them that they need to pump. As well as to keep track <br />of their pumping records. I asked her when was the last time they had it pumped <br />she did not know. She said they work with Richard's. <br />10/03/2019 Updated Elena Manzo (Lead Senior REHS) on how the ER call (1550 S B St.). <br />Updated Muniappa Naidu (Program Coordinator) on ER call and conversation with <br />Michael Kith (Program Coordinator). <br />Talked to Garrett Backus (Lead Senior REHS) about how write in Over time on <br />EC. <br />AFONSKAIA <br />GAITAN <br />10/03/2019 Updated Michael Kith (Program Coordinator) and Daria Afonskaia (EHS) on GAITAN <br />complaint located on 1550 S. B. ST. Stockton. <br />I also let them know that the complaint # has changed from C00050597 to <br />COUIWO50J. <br />10/03/2019 Typed up narrative. Created photo log. Printed out narrative, notice to abate, and <br />complaint file, site map. Referred ER/complaint to Unit #2 Water Quality. Put ER <br />file together and submitted to Elena for review. <br />10/04/2019 B St. 1550. Answered questions from Dana who went out yesterday in response <br />to the nighttime ER referral. Dada initially thought the concrete pad is the top of <br />an illegally installed holder tank for RVs, which is not allowed in SJC. The tank as <br />it were, but may not have been one after Steve Downer of HCD went out and info <br />Dana by phone, that it may have just been a clean out. I spoke to Steve and he <br />stated that had been some issues with illegal parking of RV's, but there was no <br />issues today after he inspected it (he told this to Dana). He confirmed HCD has <br />not issued any permits for holder tank for RVs at this location. Checked with <br />RWQCB Scott Armstrong just to be sure they were not involved with any RV <br />dumping station permit (there's none). Told Dana to keep the pressure on the RP <br />to stop the surfacing sewage and have it cleaned up by today.
