SAN JOAQUIN
eisiowis "aft km.'
From: Bryan Toledo <Bryan.Toledo@stocktonca.gov>
Sent: Monday, February 1, 2021 12:50 PM
To: Backus, Garrett [EHD] <gbackus@sigov.org>
Cc: Richard Stiffler <Richard.Stiffler@stocktonca.gov>
Subject: Stockton Propeller, Inc. 2478 N. Wilcox
CAUTION: This email is originated from outside of the organization. Do not click links or open attachments unless you recognize the
sender and know the content is safe.
Garrett,
Our office was conducting industrial waste surveys and came across Stockton Propeller, Inc. Our office will be issuing a
Zero Discharge Permit under 40 CFR 433 Metal Finishing as it was determined through our inspection that Stockton
Propeller uses Alodine in there process and also generated Alodine waste. I'll assume your office is aware of the Alodine
use and disposal through your inspections and CERS filing, but we wanted to confirm that SJCEHD was aware of a few
issues we found. Etching process wastewater (acid and caustic rinse water) and penetrant fluid (Ardox 970P25E) rinse
water are being discharged to the on site septic tank. Another issue of note with the penetrant process room was the
plumbing code violations. There was no active plumbing in the penetrant room and operators were manually pumping
with a garden hose and submersible pump into the ceiling and dropped into a sewer vent pipe and ultimately to the
septic tank.
This facility is located within the County but falls under Federal Regulations for Alodine and other ancillary processes.
Our office is currently in the process of issuing a Zero Discharge Permit which stipulates the waste cannot be brought to
out facility from any of our permitted septic haulers and will be added to our Do Not Pump List.
Please let Richard or myself know if you need any additional info. They're currently in the process of drafting a permit
application for us and the landlord lives on the property. Mike Belmont is the Service Manager and contact if needed.
Thanks,
Bryan Toledo
Senior Environmental Control Officer
City of Stockton Municipal Utilities Department
Environmental Control Division
Phone (209) 937-8719
Cell (209) 993-3273
Fax (209) 937-8702
Bryan.toledo@stocktonca.eov
4
