Case #2, 800 West Church Street, Stockton, <br />California, GeoTracker Global Identification #T10000004123 <br />Dear Mr. Buehler, <br />On behalf of Newark Group, Inc. (Newark), AECOM Technical Services, Inc. (AECOM) submits this Work <br />Plan for the destruction of groundwater monitoring wells at the Newark facility at 800 West Church Street, <br />Stockton, California (Site) (Figure 1). This document has been prepared to meet the requirements of the <br />Central Valley Regional Water Quality Control Board (RWQCB) letter dated June 17, 2021 requesting a <br />Work Plan for the destruction of 11 wells associated with RWQCB Newark Case #2. <br />Background <br />In August 1985, two 4,000-gallon, diesel underground storage tanks (USTs) were removed from the <br />southwestern corner of the Site. Subsequent investigation activities performed in 2005 identified elevated <br />concentrations of total petroleum hydrocarbons as gasoline (TPH-g) and total petroleum hydrocarbons as <br />diesel (TPH-d) in groundwater (AECOM 2020a). <br />In January 2001, San Joaquin County Environmental Health Department (SJCEHD) provided Site closure <br />for three storage tanks in the southeastern corner of the Site. The three storage tanks included one <br />210,000-gallon #6 fuel oil aboveground storage tank and two 5,000-gallon #6 fuel oil USTs. Investigations <br />conducted in this area in 2005 reported elevated concentrations of TPH-d in soil and groundwater <br />(AECOM 2020a). <br />Groundwater monitoring at nine shallow and two deep wells began in 2014. Various soil, soil vapor, and <br />groundwater investigations have been performed by different consultants to determine the horizontal and <br />vertical extent of contamination (AECOM 2020a). <br />In December 2020, AECOM submitted a Site Closure Evaluation report to RWQCB (AECOM 2020a). In a <br />letter dated February 5, 2021, RWQCB concurred that Site conditions met all the General and Media- <br />Specific criteria established in the State Water Resources Control Board’s Low-Threat Underground <br />Storage Tank Case Closure Policy (LTCP). Following a 60-day public comment period, during which no <br />comments were received, RWQCB requested this well destruction work plan (RWQCB 2021).
