As such, prior to
commencing field activities, AECOM will obtain the necessary well destruction permit from SJCEHD.
Health and Safety Plan
A site-specific Health and Safety Plan (HASP) will be completed to detail health and safety protocols for
the well destruction activities at the Site. The HASP will meet the requirements of applicable federal, state,
and local regulations. These requirements include:
Title 29, Code of Federal Regulations (CFR) Section 1910.120,
Title 29 CFR Section 1926, and
California Code of Regulations Title 8.
The HASP addresses worker and nearby (off-site) personnel safety. All on-site workers must be 40-hour
Hazardous Waste Operations and Emergency Response (HAZWOPER)-certified and must be current with
the 8-hour annual HAZWOPER refresher course.
Utility Clearance
AECOM will mark the Site and notify Underground Service Alert of Northern California and Nevada (USA
North 811) of the work a minimum of 48 hours in advance. AECOM will also utilize the services of a
geophysical locator to identify underground utilities in the vicinity of each well location.
Boring Logs and Well Construction Details
Construction details for the 11 groundwater monitoring wells are summarized in Table 1 along with the
most recent depth to groundwater measurements (AECOM 2020b).
Drilling operation and well construction detail logs, as sourced from the well installation report (AECOM
2014), are provided in Appendix A.
Implementation Activities
Well Destruction Procedures
The 11 Site groundwater monitoring wells will be destroyed by a licensed C-57 water-well drilling
subcontractor by over-drilling in accordance with the standard operating procedures detailed in California
Well Standards Bulletins 74-81 (California Department of Water Resources [DWR] 1981) and 74-90 (DWR
1991 and San Joaquin Well Standards (SJCEHD 2005). These standards are included in Appendices B
and C.
Prior to over-drilling, an AECOM field representative will measure and record the following at each well:
1.Total depth of the well,
2.Depth to water, and
3.Well diameter,
Each well will also be cleaned, as needed, to remove all undesirable materials, including obstructions and
debris that could interfere with well destruction. Procedures for cleaning out the well include observing the
