HASP — Project Vandelay — Stockton Upgrade Geotechnical Exploration Services
August 2019
Project No. 066079
at the Port of Stockton. The waterside improvements will include modifications to the existing wharf to
accommodate a new ship unloader for receiving cement via ship at Berth 2. The landside improvements will
include new cement conveyance and storage facilities.
SITE DESCRIPTION:
The geotechnical exploration will include soil borings and Seismic Cone Penetration Tests (SCPTs) to be
performed at 10 locations across the landside and waterside portions of the site by Taber Drilling. The
locations of the borings are shown in the Geotechnical Exploration Plan (attached). The waterside portion
of the geotechnical exploration will be performed at Berth 2 via a pontoon barge.
POTENTIAL ENVIRONMENTAL HAZARDS AND DEGRADATION PRODUCTS:
Unknown: Possible presence of surficial petroleum hydrocarbon constituents, metals, and volatile organic
compounds (VOCs) related to surrounding site usage, including equipment and motor vehicle usage.
Petroleum hydrocarbons and VOCs may release volatile components to the atmosphere.
Exposure to petroleum hydrocarbons, heavy metals, and VOCs. Primary exposure is through inhalation,
ingestion, or dermal contact.
• Inhalation — Inhalation may cause irritation to eyes, nose, throat; may cause dizziness, nausea, vomiting;
in high concentrations, unconsciousness or coma
• Eye contact — May cause eye and skin irritation if splashed
• Skin contact — will produce skin irritation, skin burn; drying or defatting of the skin resulting in scaly
dermatitis; high concentrations may cause tremors or convulsions
• Ingestion — cyanosis, liver or kidney damage, dark urine
POTENTIAL PHYSICAL HAZARDS ON-SITE:
Primary physical hazards will be those associated with work around mechanized equipment, particularly
truck- and/or barge -mounted drilling equipment as well as truck -mounted SCPT equipment. Drilling and
SCPT hazards include heavy lifting, sharp edges, fork lift use, driving, underground utilities, pinching or
crushing hazards to hands or feet related to drilling equipment. Wear proper Personal Protection Equipment
and use caution working around heavy equipment. Other hazards are those common with site work — be
careful of slips, trips, and falls. Additionally, work adjacent to the waterside and on the barge poses a
potential drowning hazard. Caution must be observed to while working near or over water and appropriate
US Coast Guard Life Vest must be worn. Additionally, in accordance with OSHA requirements, a throwable
ring buoy with 90' of rope must be readily available within 200'. Also, a life saving skiff must be immediately
available.
Beware of signs of dehydration and keep sufficient water on site for engineers and drillers.
Overall Hazard Estimation: Moderate.
Required Personal Protective Equipment (optional as noted):
The following level of personal protection has been designated.
6arrrrPtt FII-17urig
