Attachment A <br /> FINDINGS FOR GENERAL PLAN MAP AMENDMENT, ZONE <br /> RECLASSIFICATION, AND USE PERMIT <br /> PA-2100226, -227, & -228 <br /> DBBC FREIGHT LINES/RAILPORT LOGISTICS INC. <br /> General Plan Map Amendment No. PA-2100226 <br /> 1. The internal consistency of the General Plan is maintained in adoption of the Map Amendment. <br /> • This finding can be made because the location proposed for a General Plan Map <br /> Amendment to the I/T (Truck Terminal) designation is consistent with the goals and <br /> locational criteria outlined in the General Plan. Pursuant to the 2035 General Plan, on-site <br /> water, on-site sewer, and on-site storm drainage are allowed for I/T properties located <br /> outside of a community. The applicant has proposed on-site services and will be required <br /> to meet the requirements of the Environmental Health Department for well and septic <br /> systems, and the Department of Public Works for on-site stormwater retention. <br /> The subject parcel is located on the southwest corner of West Frewert Road and South <br /> Manthey Road. The project site is located approximately 0.6 miles south of the Interstate <br /> 5/Roth Road interchange, and outside the path of any currently planned urban development. <br /> The project site is also not adjacent to any existing or planned residential, commercial, or <br /> Resource Conservation areas. Additionally, South Manthey Road is classified as a Minor <br /> Arterial Road. The underlying project proposes an access driveway from South Manthey <br /> Road. The proposed driveway from Frewert Road is for emergency vehicle access only. <br /> Since development within the I-T zone must be located on a County defined Minor Arterial <br /> or higher classification, and South Manthey Road is classified as a Minor Arterial Road,then <br /> the project is consistent with the roadway criteria for the Truck Terminal designation. <br /> Zone Reclassification No. PA-2100227 <br /> 1. The proposed zone is consistent with the General Plan, any applicable Master Plans, and any; <br /> • The proposed zone is Truck Terminal (I-T),which is an implementing zone of the I/T General <br /> Plan land use designation. Therefore, if the proposal to amend the land use designation to <br /> I/T is approved, the proposed zone change to I-T would be consistent with the General Plan. <br /> There are no Master Plans or Specific Plans affecting the subject parcel. <br /> 2. The proposed zoning amendment is necessary for public health, safety, and general welfare or will be <br /> of benefit to the public. <br /> • The proposed project will be a benefit to the public because if developed, the project will <br /> help alleviate the need for truck parking in San Joaquin County. The proposed zone meets <br /> all General Plan requirements, and the underlying truck terminal project will be subject to <br /> all applicable San Joaquin County development standards. <br /> 3. The proposed zoning amendment has been reviewed in compliance with the requirements of the <br /> California Environmental Quality Act. <br /> • An Initial Study was prepared in compliance with the requirements of the Environmental <br /> Quality Act.The Initial Study did not identify any project impacts that could not be mitigated <br /> to a less than significant level. <br />
