AGRICULTURE AND FORESTRY RESOURCES.
In determining whether impacts to agricultural resources are
significant environmental effects, lead agencies may refer to
the California Agricultural Land Evaluation and Site
Assessment Model (1997) prepared by the California Dept. of
Conservation as an optional model to use in assessing
impacts on agriculture and farmland. In determining whether
impacts to forest resources, including timberland, are
significant environmental effects, lead agencies may refer to
information compiled by the California Department of Forestry
and Fire Protection regarding the state's inventory of forest
land, including the Forest and Range Assessment Project and
the Forest Legacy Assessment project; and forest carbon
measurement methodology provided in Forest Protocols
adopted by the California Air Resources Board. -- Would the
project:
a) Convert Prime Farmland, Unique Farmland, or Farmland
of Statewide Importance (Farmland), as shown on the
maps prepared pursuant to the Farmland Mapping and 1:1 E] ❑ ❑ ❑
Monitoring Program of the California Resources Agency,
to nonagricultural use?
b) Conflict with existing zoning for agricultural use, or a
Williamson Act contract? ❑ ❑ ❑ ❑X ❑
c) Conflict with existing zoning for, or cause rezoning of,
forest land (as defined in Public Resources Code section
12220(g)), timberland (as defined by Public Resources
Code section 4526), or timberland zoned Timberland ❑ ❑ ❑ ❑X ❑
Production (as defined by Government Code section
51104(g))?
d) Result in the loss of forest land or conversion of forest
land to non-forest use? ❑ ❑ ❑ 0 ❑
e) Involve other changes in the existing environment which,
due to their location or nature, could result in conversion
of Farmland, to non-agricultural use or conversion of ❑ ❑ ❑ ❑
forest land to non-forest use?
Impact Discussion:
a-e) This project is comprised of three components. General Plan Map Amendment No. PA-2100226 proposes to
change the General Plan land use designation from General Agriculture (AIG) to Truck Terminal (IIT). Zone
Reclassification No. PA-2100227 to proposes to change the Zoning Designation from General Agriculture, 40-acre
minimum (AG-40) to Truck Terminal (I-T). Use Permit No. PA-2100228 (UP) to establish the use of a Truck
Terminal. The Use Permit will be completed in 2 phases over 5 years. Phase 1 to include the construction of a
1,000-square-foot guard house; a 2,800-square-foot fueling station; an 80-square-foot scale building; a 4,900-
square-foot maintenance shop; and the conversion of an existing 900-square-foot residential home to a caretaker's
unit. Phase 2 to include the construction of 3 covered parking structures totaling 72,300 square-feet. The project is
proposing a total of 711 truck and trailer parking spaces. The proposed project will not affect the nearby Williamson
Act contracted property or displace any existing agricultural uses. No forest or timberland exists in the area.
Therefore, the proposed application will have no impact on agriculture and forestry resources.
6
