In anticipation of CEQA review and permit revision, the 10/90 RSI <br /> needs to be amended to completely and thoroughly address each section (a-1) of 14 CCR 18221. <br /> .14 CCR 17520 Storage of Salvage- In 9/5/91 correspondence, the Manteca-Lathrop Fire District <br /> approved dimensions of 100' X 1501 X 12' for the wood waste pile. On the day of this <br /> inspection, the wood waste pile measured 115' X 1901 X 121 , approximately 600 ft2 over the <br /> approved dimensions. This increased area apparently occurred as a result of the pile's <br /> north-east corner marker being knocked over during the course of operations. The positions <br /> of the wood waste pile's four corner markers need to be re-established. All of the wood <br /> waste should be located within these dimensions or an additional pile should be started. As <br /> specified in 5/8/89 correspondence, the Manteca-Lathrop Fire District requires a minimum <br /> 100, aisle separation between piles. <br /> 14 CCR 17557 Station Maintenance Program- Previous LEA monthly inspection reports (1/92- <br /> 8/92) have noted that "walls of tipping floor building are deteriorated allowing loss of <br /> waste". In 7/8/92 correspondence to the LEA, the operator identified their ". . .intent to <br /> either repair the tipping floor walls as cited during your recent inspections. . .or replace <br /> them during our proposed expansion work." on the day of this inspection, waste was not <br /> observed migrating from the building but gaps in the tipping building's siding were observed <br /> along the western portion of the north wall, southern portion of the east wall, and just <br /> west of the door along the south wall (see attached map) . Gaps in the north wall had been <br /> blocked by the use of concrete push barriers and wood sheet goods. Cardboard bales had been <br /> positioned along the south wall in such a way as to block gaps in the siding and prevent the <br /> loss of waste. Gaps in the east wall were not blocked and might allow the migration of <br /> waste during windy conditions. <br /> Waste Management Speciali <br />
