Ilk <br /> district must respond. This puts a financial burden on this <br /> district. He felt that the EIR did not adequately address the <br /> traffic problem in the area. He noted truck traffic and thick fog <br /> as being a problem. <br /> Tony Sanchez (18 W. Robinhood Dr. , Stockton) , said he has land in <br /> the area and he said that there is a problem with blowing litter <br /> from the facility. He was concerned about, trucks and hazardous <br /> waste. <br /> Bob Lynch spoke again. He was concerned about mud on Austin Road <br /> from the trucks. Also, he said that the water strata runs <br /> northwest and not northeast. <br /> REBUTTAL: Said the facility does not damage crops in the area and <br /> this is borne out by the quality of crops presently being grown <br /> there. He said the EIR does address traffic very extensively. He <br /> said that no hazardous waste goes to this site; there are materials <br /> there that do require special disposal (i. e. , asbestos) . He said <br /> that as far as he could ascertain, no calls had been made to the <br /> Collegeville Fire Department. The facility is continuously policed <br /> by inspectors. He said that other than inspectors, people wishing <br /> to get onto the property must have an appointment to enter. Litter <br /> on Jack Tone Road does not necessarily come from this facility. <br /> There was a question asked if septic tank sludge is accepted at the <br /> facility. <br /> Eric Tipton, representing the applicant, said that septic tank <br /> sludge is not accepted, but they do accept material from wastewater <br /> treatment plants. He said that no materials are allowed to come in <br /> when the site is unattended. The hours of operation are noted and <br /> appointments are required. <br /> -PUBLIC HEARING CLOSED <br /> Comm. Fortney said he found the site to be impressive and quite <br /> clean. He noted the restrictions to entering the site without an <br /> appointment. He said that if traffic is as much a concern for this <br /> operation, additional staff would be required. <br /> Comm. Demichelis said that the Level of Service would be changed <br /> due to the additional trucks going to and from the facility and he <br /> was of the opinion that the road should be improved before more <br /> trucks are added. He noted concern with the intersection of <br /> Mariposa and Austin Roads. <br /> Chair Carter noted the need for such facilities. <br /> Comm. Rojas noted the benefit of having appointments for entrance <br /> to the site. He felt that this controlled the traffic going to and <br /> from the facility. <br /> MOTION: Moved, seconded (Fortney-Rojas) and carried by a vote of <br />
