Box 388 Stockton, CA 95201 SUBJECT: FORWARD, INC. , TRANSFER STATION CONFORMANCE TO COSWMP Dear Ms. Cotulla: The following information is being supplied in accordance with your request dated January 26, 1994 . As you know, Assembly Bill 2296 (1990) requires the local enforcement agency, when issuing a solid waste facility permit, to certify that one of the following has occurred: 1. The lead agency makes a finding of conformance that the facility is identified and described in a COSWMP that was in compliance with the law as it existed on December 31, 1989. 2 . The lead agency makes a finding of conformance that the facility is identified and described in a COSWMP that has been approved by the county and a majority of the cities within the county representing a majority of the population of the incorporated areas. 3 . The facility has been approved by the County and a majority of the cities within the county representing a majority of the population of the incorporated areas. Accordingly, the Public Works Department, as the agency responsible for making findings of conformance, has reviewed the project and determined that it is in conformance with the current COSWMP that has been approved by the County and a majority of the cities within the county representing a majority of the population of the incorporated areas.
