Box 388 <br /> Stockton, CA 95201 <br /> SUBJECT: FORWARD, INC. , TRANSFER STATION CONFORMANCE TO COSWMP <br /> Dear Ms. Cotulla: <br /> The following information is being supplied in accordance with your <br /> request dated January 26, 1994 . <br /> As you know, Assembly Bill 2296 (1990) requires the local <br /> enforcement agency, when issuing a solid waste facility permit, to <br /> certify that one of the following has occurred: <br /> 1. The lead agency makes a finding of conformance that the <br /> facility is identified and described in a COSWMP that was in <br /> compliance with the law as it existed on December 31, 1989. <br /> 2 . The lead agency makes a finding of conformance that the <br /> facility is identified and described in a COSWMP that has been <br /> approved by the county and a majority of the cities within the <br /> county representing a majority of the population of the <br /> incorporated areas. <br /> 3 .
