ORDER NO.96-144 <br /> RESCINDING VARIOUS ORDERS -2- <br /> Petsas,Lake Berryessa,Napa County,to stabilization ponds. The facility was never constructed and <br /> since adoption of the Order,Mr. Petsas has decided to construct a 130-unit single family home <br /> planned development on the property instead. Wastewater treaCnent and disposal practices for this <br /> new project are proposed to include spray irrigation,which is not regulated by Order No. 82-111. <br /> Mr.Petsas has indicated that the project will not be constructed in the near future;therefore,he would <br /> like the current permit rescinded and will reapply for a new waste discharge requirements prior to <br /> construction. <br /> i. Order No. 87-102,adopted 26 June 1987,prescribes requirements for Stallion Springs Community <br /> Services District,Phase II(Tract 4674)Sewer System,Kem County. The project was never <br /> developed and there are no plans for development. <br /> j. Order No. 90-255,adopted 28 September 1990, prescribes requirements for Yehuda Netanel, Inc., <br /> Grapevine Factory Stores,Kern County. The project was never constructed and the proponent has <br /> abandoned plans for the project. <br /> k. Order No. 92-1 j031,adopted 29 May 1992,prescribes requirements for Pan American Energy <br /> Corporation, and governs the disposal of produced wastewater to unlined sumps at the <br /> Woodward/Wright Lease(Sec.26,T29S,R29E,MDB&M) in the Edison Oil Field, Kern County. <br /> An inspection confirmed that all sumps used for the disposal of wastewater have been removed. <br /> 1. Order No. 92-11065,adopted 29 May 1992, prescribes requirements for St.Regis Resources <br /> Corporation and governs the disposal of produced wastewater to unlined sumps at the Bloemer- <br /> Mcintosh wastewater discharge facility (Sec. 21,T30S,R29E, MDB&M)in the Edison Oil Field, <br /> Kern County. The Lease is currently operated by Sequoia Exploration Inc.An inspection confirmed <br /> that there are no sumps on the lease. <br /> m. Resolution No. 95-136, adopted 26 May 1995, waived waste discharge requirements for green waste <br /> composting at Forward Incorporated in San Joaquin County. On 26 January 1996, the Regional Board <br /> adopted Resolution No. 96-031,which waives waste discharge requirements for certain composting <br /> operations which use green waste and food processing wastes as feedstocks. Forward would like to be <br /> covered under the broader Resolution No. 96-031.
