FINDINGS FOR MINOR SUBDIVISION
PA-2100252 (MS)
TRACY L. CLARKE TRUST/SHOUP LAND SURVEYING
1. The proposed subdivision is consistent with the General Plan, any applicable Master Plan, Specific
Plan, and Special Purpose Plan and any other applicable plan adopted by the County.
• The proposed Minor Subdivision Map PA-2100252 is consistent with the General Plan, any
applicable Specific Plan and Special Purpose Plan and any other applicable plan adopted
by the County because the A/L land use designation permits the division proposed. Further,
no specific plans are involved.
2. The design or improvement of the proposed subdivision is consistent with the General Plan and any
applicable Specific Plan or Special Purpose Plan.
• The design or improvement of the proposed subdivision is not consistent with General Plan
density for the A/L zone, however,a Deviation has been granted allowing the 4.5 acre parcels
in the A/L designation as permitted by the Development Title. The General Plan does not
reflect state regulations requiring jurisdictions to allow accessory dwelling units in zones
that permit single-family and multi-family units. This regulation regularly results in
inconsistencies with General Plan density. The Deviation was approved based on the
Development Title provision for deviations allowing a maximum 10 percent modification to
lot area. Therefore, the proposed subdivision is consisted with the Development Title
provisions.
3. The site is physically suitable for the type of development proposed.
• The site is physically suitable for the type of development proposed because all parcels will
be large enough to support the permitted number of residences in the zone and all other _
minimum County standards are met.
4. The site is physically suitable for the proposed density of development.
• The site is physically suitable for the proposed density of development because all parcels
will be large enough to support the permitted number of residences in the zone and all other
minimum County standards are met.
5. Neither the design of the subdivision nor any proposed improvements are likely to cause substantial
environmental damage or substantially and avoidably injure fish or wildlife or their habitat.
• The design of the subdivision or the proposed improvements are not likely to cause
substantial environmental damage or substantially and avoidable injure fish or wildlife or
their habitat because there are no known rare, endangered, or threatened species or habitat
located on or near the site.
6. The design of the subdivision or type of improvement is not likely to cause significant public health
problems.
• The design of the subdivision or the type of improvements is not likely to cause serious
public health problems because any conditions attached to the approval will address any
potential public health problems.
PA-2100252 (MS) — Findings 1
