Semi -volatile compounds and TPH as diesel were not detected in any of the four
samples at or above the laboratory reporting limits. Barium, chromium, cobalt,
copper, nickel, vanadium, and zinc were detected in every sample, and lead and
molybdenum were detected in two samples. The detected concentrations of
metals were below the Department of Toxic Substances Control (DTSC) screening
levels and US EPA Regional Screening Levels (RSLs) by one to four orders of
magnitude and likely represent background concentrations.
Additional soil sampling was done in October 2019 to characterize the extent of
hydrocarbon -impacted soils in advance of excavation and removal. Soil samples
indicated the presence of petroleum hydrocarbons in shallow soil around the
former drum locations at levels higher than the US EPA RSLs for medium and
high -range petroleum compounds. The impacted soil was removed by North State
Earth and Water, Inc. The excavated soil was removed to the Waste Management
Altamont Landfill. The drums were removed to the Crosby and Overton, Inc. facility
in Long Beach, CA.
Kennedy Jenks concluded that soil in excess of the applicable RSLs was removed
and disposed in accordance with applicable regulations. The pit was backfilled with
commercially -available aggregate base material, and the excavation site was
restored to its pre -excavation elevation. They further opined that the oily drums
and soil were properly remedied and no further action pertaining to this issue was
necessary.
The complete Technical Memorandum is included in the Appendix.
BOVEE ENVIRONMENTAL MANAGEMENT, INC.
1900 McHenry Ave., Ste. 201, Escalon, CA 95320
Escalon 209-847-3800 • Fresno 559-264-3800 -3800 a Bakersfield 661246-2110 a Sacramento 916-564-3838
