Appendix 12.6
13 March 2020
Technical Memorandum
IRJ
IKennedyJenks
Attorney Client Privilege/
Attorney Work Product
To: Hartman King PC
From: Mike McLeod, Ryan Strandberg, Bob Logan (Kennedy Jenks Consultants)
Subject: 15655 Mitchell Rd., Manteca Summary
KJ K1883010.00
This technical memorandum summarizes the activities and findings at the A & M Raymus 2004
Revocable Trust (Raymus Trust) property located at 15655 Mitchell Road, Manteca, California
(Site), Figure 1.
Site Walk
A Site walk of the residence and barn at 15655 Mitchell Road in Manteca was conducted by
Maya Key from Kennedy Jenks Consultants (Kennedy Jenks) and with Angela Weir from
Hartman King PC on 24 January 2019, escorted by Richard Gruber from Raymus Development.
The observation made during the Site walk, which led to further actions, was discovery of two
oily 55 -gallon metal drums next to the barn.
Drums and January 2019 Soil Sampling
The Site walk revealed two drums adjacent to the north side of the barn exterior. Refer to
photographs included in Attachment A and to Figure 2 for additional details. One of the drums
was sitting on a plywood sheet, and the drum and plywood sheet were both heavily stained
black with an oily residue. The oily drum had some debris on the top, including an upside-down
water bottle plugging the bung hole. The second drum was lying on its side in the soil east of the
plywood sheet, with the closed bung top facing the plywood and the oily drum. Based on the
sounds from tapping on the drum sides, both drums were at least partially full. The drum on its
side had a faded label on the top that could not be read, and a label on the side facing the barn
reading: "76 GUARDOL QLT 15W-40". According to an internet search, this was an engine oil
for diesel trucks and equipment.
Soil Samples
During the Site walk, soil samples were collected from the surface soil around the drums using a
hand auger and transferred into glass jars. The locations are shown on Figure 2. The top 1 -inch
at locations SS -01 and SS -02 contained plant material and was not included in the samples.
The top 1 -inch at location SS -03 was crusted with oil and was also not included in the sample.
p9irv\201811883010.00 harhnan king - raymus matter\15655 mitchell residence\tech memo\2019_121componentst200313_technical memorandum -15655 mitchall rd.docz © Kennedy Jenks Consultants, Inc.
