Forward Compost Facility – OIMP 10 SWT Engineering <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\appendices\app e-oimp\oimp <br />text_revtr.doc; 9/23/2014 <br />and storage yard at the landfill. In addition, extra parts are stored in a trailer on the <br />southwestern side of the RRF building. <br />For situations (e.g., breakdowns or power failure) that require standby, specialized, or <br />additional equipment, Forward first utilizes available equipment from the landfill’s <br />operation. If this equipment is not available, Forward will lease or rent the <br />appropriate equipment from local contractors or suppliers. Forward, Inc. has <br />established contract agreements with local contractors and suppliers to provide <br />equipment, as needed. <br />4.4 POWER SUPPLY <br />All of the Compost Facility's processing equipment will be diesel powered, and thus <br />not subject to power failure. Backup generators will be maintained on-site to provide <br />power to the office trailer designated for the Compost Facility during power outages. <br />4.5 PERSONNEL AND TRAINING <br />Additional personnel will be added on an as-needed basis when, and if, a demand <br />arises at the Composting Facility. The on-site personnel currently consist of the <br />following: <br />1 Operations manager <br />2 Equipment operators (duties also include general labor) <br />2 Laborers <br />1 Water truck driver <br />- Temporary laborers, as needed <br />Staff training generally consists of on-the job training under the supervision of <br />someone experienced in the various aspects of the skills being taught. Potential <br />hazards and safety procedures are stressed. Currently, there are daily, weekly, and <br />monthly meetings in addition to any "as needed" meetings. The daily meetings <br />consist of health, safety, and current operational issues. The weekly meetings <br />include health and safety discussions and videos, when available. The monthly <br />meetings consist of one hour training (equipment, regulatory, etc.) sessions. <br />Employees are provided with safety vests, hard hats, hearing protection, safety <br />glasses, dust masks, and respirators, as appropriate for personal safety in their <br />particular job function. Personnel are also required to wear safety shoes and gloves, <br />depending on their job function. No employee is permitted to operate potentially <br />dangerous equipment or engage in potentially dangerous activities without <br />appropriate training. <br />Forward also implements an emergency response training program as part of their <br />Contingency Plan, which is included in the Joint Technical Document (JTD) for the <br />Forward Landfill. All site employees are trained in (1) emergency notification (on-site <br />employees and off-site emergency response [i.e., 911], and (2) location and content <br />of the emergency response plan. Employees receive a copy of the emergency <br />response plan when they are hired.
