3-7 <br />The unloading area will have appropriate signs and will be staffed by Forward personnel, <br />who will direct loads to the appropriate areas. The unloading areas are shown in Figure <br />26+. <br />The load inspection process begins at the RRF. All loads are visually inspected for <br />prohibited waste in the material sorting area. , except for specia l handling wastes suoh as <br />wood wastes and wastes not need i ng any preprocessing, are brought to the RRF and <br />separated . The loads are spread out i n the 12,000 square foot waste sorting bui lding and <br />the entire load is chec l ~ed fo r reco '/erable materials, compostable materials , landfill <br />materials , and unacceptab le waste. If hazardous or prohibited wastes are detected, they <br />must be removed by the customer/hauler at their own expense by a licensed hazardous <br />waste hauler and disposed of at a licensed hazardous waste disposal site. If the customer <br />that hauled the hazardous or prohibited waste is not known, the area is marked off to limit <br />access and site personnel are restricted from that area. The San Joaquin County Office of <br />Emergency Services and other appropriate agencies are notified of the incident. The <br />appropriate emergency service agency will handle the containment of the hazardous waste. <br />A hazardous materials contractor will handle the cleanup, manifesting, and transportation to <br />an approved facility. All hazardous waste disposal incidents are documented and are <br />reported to the DTSC, RWQCB, LEA, and the State Office of Emergency Services. <br />Documentation is maintained on-site. If necessary, photographs will beare taken. A <br />Contingency Plan was prepared to further address handling, storage, and removal <br />procedures foref hazardous/prohibited waste inadvertentl y accepted at-ffif the facility. The <br />Contingency Plan is available upon request. <br />The RRF has a wood recyc ling p rogram , where they will acaept loads of high grade 'Nood (Iilw <br />pallets). "All wood " loads are unloaded in the , .. 'ood gr i nding area and is aonfined to an area <br />approximate ly 100 feet (wide) by 150 feet (long) and 12 feet (high ), as speaified by the loca l <br />f i re department. This area is also a minimum 100 feet from the RRF building. <br />The volume of traffic at the RRF, including the Compost Facility, cannot exceed 620 vehicles <br />per day, which includes all traffic associated with the landfill operation. Based on maximum <br />RRF and compost operation ~, the traffic would increase but under no circumstances will the <br />operator allow would the maximum traffic volume to exceed 620 vehicles per day. <br />Material unloading areas werehave been designed so that the northwestern prevailing winds <br />direct any windblown particles into the material stockpile or perimeter site fencing, rather <br />than away from it. The grinding is conducted in the green and <br />wood waste grinding area. as shown on Figure 2.
