3-6 <br />3.3.2 Equipment Preventative Maintenance <br />Describes the equipment preventative maintenance program. <br />Besides the daily maintenance (checking belts and fans, engines, hydraulic oil, fuel, blowing <br />down dust, etc.), the RRF/Compost Facility ha §Ye a preventive maintenance program that is <br />scheduled on all heavy equipment that is based on the number of hours the equipment has <br />been in service (Le., 250 hours, 500 hours, 750 hours, etc.). It should be noted that no <br />equipment maintenance or operation may be done onsite outside of the permitted operation <br />hours. <br />3.3.3 Standby Equipment <br />Descnbe available standby equipment that ~"lill assUf{} ongoing complianee with the State <br />Minimum Standards (14 CCR, Scotian 18227(e)). if standby equipment /s not avadable <br />onsite, pro ~!ide an up to date list ol firms who can supply rep/acement units. <br />Forward Personnel continually evaluate s the need for additional equipment for efficient <br />facility!s operations. For situations that require standby, specialized, or additional <br />equipment, Forward first utilizes available equipment from the landfill's operation . If this <br />equipment is not available, Forward will lease /rent and /or oontractlease or rent the <br />appropriate equipment from local contractors or suppliers-,-lo cated with in an approximate <br />20 mile rad i us of the s ite . Stoo l<ton <br />3.3.4 Housekeeping <br />Doser/be procedlHVS for housekeeping whieh will minimire aceumulations of fuel drl::1ms, <br />parts, inoperable equipment, tiFos, serap and similar items and a ~'{)ilability of storage MODS <br />that are reasonablj' screened from otJtside the facility bOl::1nda(}~ <br />Housekeeping is accomplished by permanent employee duty assignments with daily <br />inspections to assure compliance. The RRF/Compost Facility does not accept; or maintain; <br />fuel drums or tires. The parts are stored in a trailer on the south side of the RRF building. <br />All of the equipment at the RRF/Compost Facility is needed for RRF/Compost Facility <br />operations. All inoperable equipment is promptly repaired. All scrap metal that is generated <br />via maintenance activities is salvaged. Loose materials and litter cleanup is performed on a <br />regular basis. The RRF/Compost Facility is screened from Austin Road on the south and <br />west sides by a 5-foot high vegetated earthen berm. <br />3.4 Materials Handling Activities <br />3.4.1 Confined Unloading <br />Oeser/be p,rveedures for ensuring confined unloading.
