WASTE DISCHARGE REQUIREMENTS ORDER NO. R5-2014-0006 -8- <br />FORWARD INC. AND REPUBLIC SERVICES INC. <br />FORWARD CLASS II LANDFILL <br />SAN JOAQUIN COUNTY <br /> <br /> <br />c. the leachate shall not exceed the moisture holding capacity of the receiving unit. <br /> <br />This section of Title 27 also references State Water Board Resolution 93-62 regarding liquids <br />restrictions in 40 C.F.R. section 258.28 for MSW landfills. 40 C.F.R. section 258.28 states <br />that liquid waste may not be placed in MSW landfill units unless the waste is leachate or gas <br />condensate derived from the landfill unit and it is designed with a composite liner and an <br />LCRS. Therefore, leachate and landfill gas condensate from composite lined units with an <br />LCRS may be discharged to composite lined units with similar classification. Forward has <br />multiple composite lined units constructed with the same general design and with the same <br />classification. This Order includes requirements for returning leachate and landfill gas <br />condensate back to composite-lined units such that it is not exposed to surface water runoff, <br />will not cause instability of the landfill, and will not seep from the edges of the units. <br />SURFACE IMPOUNDMENTS <br />25 Liquid wastes will be discharged to one of two existing (F-North and F-West) and one <br />proposed Class II surface impoundments. If leachate production exceeds impoundment <br />capacity at any impoundment, excess leachate will either be contained in temporary on-site, <br />above ground tanks or will be transported to the City of Stockton's wastewater plant for off- <br />site disposal. No liquids generated offsite will be discharged to the impoundments without <br />prior approval of the Central Valley Water Board. Discharges to Class II surface <br />impoundments included the following: <br />a. Leachate from the landfill units and surface impoundments; <br />b. Landfill gas condensate from the LFG extraction system; <br />c. Impacted storm water runoff from the landfill and associated facilities; <br />d. Cannery rinse water; and/or <br />e. Other liquid wastes that are compatible with the liner system and approved by <br />Board staff. <br />All Class II surface impoundments LCRSs are tested annually. <br /> <br />26. Facility Specification C.7 requires that the Discharger operates the Class II impoundments so <br />that on October 15 of each year a freeboard of at least 4.73 feet and 5.51 feet exists in F- <br />North and F-West, respectively. This corresponds to two feet plus the calculated rise in <br />liquid level associated with an average annual storm season. Facility Specification C.8 of <br />these WDRs requires that the Discharger manage liquid levels in the impoundment in <br />accordance with a Board staff-approved operations plan under Title 27. <br />COMPOST FACILITY WASTE <br />25. The Discharger proposes to continue to treat some decomposable organic waste in the <br />Compost Facility. Material accepted for treatment at the compost Facility includes green
