2-14
Forward Composting Facility SWT Engineering
Report of Composting Site Information - July 2014
z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 2.doc
dry weight basis, or the density of salmonella bacteria in the stabilized compost will be less
than 3 MPN per 4 grams of total solids on a dry weight basis.
To ensure pathogen reduction for the windrow composting process, the active compost will
be maintained under aerobic conditions at a temperature of 131°F or higher for a period of
15 days or longer. During the period when the compost is maintained at 131°F or higher,
there will be a minimum of five turnings of the windrow.
Compost facilities shall be operated at the minimum temperature and process time
requirements for pathogen reduction as presented in Table 4 and as specified in 14 CCR,
Section 17868.3.
Daily temperature measurements shall be measured for pathogen reduction as follows:
♦ Windrow composting processes shall be monitored 12 to 24 inches below the pile
surface.
♦ Aerated static pile composting processes (if proposed in the future) shall be
monitored 12 to 18 inches from the point where the insulation cover meets the
active compost.
One temperature reading will be taken per every 150 feet of Windrow, or faction thereof, or
for every 200 cubic yards of active compost, or fraction thereof. Records detailing pathogen
reduction methods will be maintained as discussed in Section 7.6.
Green Materials. In accordance with 14 CCR, Section 17868.5, the feedstock undergoes
load checking to ensure that physical contaminants are no greater than 1.0 percent of total
weight. Load checking includes both visual observations of incoming waste loads and load
sorting to quantify percentage of contaminating materials. A minimum of one percent of
daily incoming volume or at least one truck per day, whichever is greater, is inspected
visually. If a visual load check indicates a contamination level greater than one percent, a
representative sample is taken, physical contaminants are collected and weighed, and the
percentage of physical contaminants is determined. The load is rejected if physical
contaminants are greater than 1.0 percent of total weight. Upon request of the LEA,
Forward Inc. will take a representative sample of feedstock, collect and weigh physical
contaminants, and determine the percentage of physical contaminants determined. Any
agricultural material handling operation using this material will ensure that the feedstock
meets the metal concentration limits specified in 14 CCR, Section 17868.2.
2.3 Composting Site Improvements
2.3.1 Identification Signs
In accordance with 14 CCR, Section 17867(a)(7), signs are posted at the RRF/Compost
Facility entrance stating that hazardous wastes, medical wastes, cannery wastes (except for
those materials allowed under the current SWFP), and dead animals are prohibited from
being accepted at the facility. Other signs identify the name of the facility, operator of the
site, hours of operation, and telephone numbers. In addition, signs are posted at the office
trailer stating the site hours, site and company telephone numbers (including emergency
contact phone numbers), rules and regulations for all drivers, the site speed limit (10 miles
per hour), and that all loads must be covered.
