2-15 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 2.doc <br />2.3.2 Entry Signs <br />The entry signs are the same as the identification signs described in Section 2.3.1. <br />2.3.3 Facility Security <br />The entire perimeter of the site (including the RRF/Compost Facility) is fenced, including the <br />South Fork easement to prevent unauthorized access. Signs prohibiting unauthorized <br />access have been posted on the fence along the levee adjacent to the South Fork and <br />Austin Road at approximately 300-foot intervals. All site entrances have gates that are <br />locked when the site is not in operation. Access through the landfill and RRF/Compost <br />Facility entrances is controlled by the office trailer attendants. The eastern side of the site <br />(Austin Road) is landscaped with trees and the RRF/Compost Facility has a 5-foot high <br />earthen berm on a portion of the southern and eastern sides to limit the site visibility from <br />the road. The equipment maintenance area and storage yard at the landfill is fenced and is <br />locked when the site is closed. In addition, the site has night security when the site is <br />closed. <br />2.3.4 Roads <br />The entrance to the RRF/Compost Facility is all-weather surfaces. Onsite roads are <br />constructed/improved as needed to allow all weather access. These onsite roads will be <br />constructed with onsite soils, crushed asphalt or aggregate, or both. The roads are <br />maintained by site personnel. As previously mentioned, the first 120 feet of the entrance <br />road are paved. This area is swept, as needed. Debris is picked up, the roads are graded <br />occasionally, and watered daily for dust control. In addition, litter is raked and picked up by <br />hand. In the event that dirt is inadvertently tracked onto Austin Road by vehicles leaving the <br />site, the street sweeper will be deployed. The wheel wash station is located along the exit <br />road as shown on Figure 2. The wheel wash (Tracinator) station removes mud from the tires <br />of trucks by shaking the vehicle as it drives across the steel washboard channels. In <br />addition, the concrete basin is filled to an approximate 7-inch depth with water delivered by <br />a water truck. As trucks drive through the wheel wash station, water in the concrete basin <br />washes away the mud on the tires. Mud will be cleared from the wheel wash station, as <br />needed, by filling the concrete basin with clean water and pumping the water into a holding <br />tank. The water in the holding tank will be disposed of in accordance with WDR Order No. <br />R5-2014-0006. A water truck with a pressurized hose will also be used to clean the basin. <br />Due to the limited traffic volume, traffic is not anticipated to back up at the tracinator. The <br />site is graded to provide all-weather access. <br />2.3.5 Visual Screening <br />A portion of the southern and eastern (Austin Road) sides of the site have a 5-foot high <br />earthen berm to limit the site visibility from the road. In addition, the eastern side of the site <br />(Austin Road), southern side of the site, and the Compost Facility/RRF entrance area have <br />been landscaped with trees and brush. <br />
