1-1 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 1.doc <br />This Report of Composting Site Information (RCSI) was prepared to comply with the <br />California Code of Regulations, Title 14 (14 CCR), Section 17863 for compost operations. <br />1.0 FACILITY OVERVIEW <br />1.1 Introduction <br />This RCSI describes the design and operation of the Forward, Inc. (Forward) Compost Facility <br />(Compost Facility). The Forward site is an existing solid waste disposal and resource <br />recovery facility (RRF) located at 9999 South Austin Road, Manteca, California (see Figure <br />1). The site is wholly-owned and operated by Forward. The landfill was permitted and <br />opened in 1973. The RRF began operations in 1975. The Forward RRF building is located <br />in the south eastern portion of the site, and is operated in compliance with SWFP No. 39-AA- <br />0020 (see Appendix A). The compost facility is located in the same area as the RRF <br />(southeastern portion of the overall property) adjacent to the RRF building (to the north, <br />south, and west), as shown on the Site Plan (Figure 2). The Compost Facility is also included <br />under SWFP No. 39-AA-0020 and began operation in 1994. The Forward RRF/Composting <br />Facility serves the San Joaquin County cities of Stockton, Lathrop, Manteca, as well as <br />jurisdictions in Sacramento County (the cities of Citrus Heights, Elk Grove, and Rancho <br />Cordova) and Stanislaus County (the cities of Oakdale, Hughson, and Waterford). <br />Access to the site is from Austin Road, with the entrance along the eastern site boundary, <br />south of the Forward Landfill main entrance and the South Fork of South Littlejohn’s Creek. <br />An intermittent creek, the South Fork of South Littlejohn’s Creek, crosses the site in a <br />southwesterly direction. The creek is a tributary to South Littlejohn’s Creek, itself a tributary <br />to French Camp Slough, which ultimately discharges into the San Joaquin River. Surface <br />water runoff from the northern portion of the site that has not contacted any waste is <br />collected in onsite storm water drainage basins, from which it may be of South Littlejohn’s <br />Creek (either fork depending on which side the precipitation falls). All runoff from the <br />northern portion of the site that has contacted waste is collected and pumped into one of <br />two leachate evaporation ponds located on site. The entire RRF and separation area is <br />bermed for screening purposes and to segregate non-contact storm water from the RRF <br />operations. All runoff from the RRF/Composting Facility runs along the north and south <br />perimeter ditches to the sedimentation basin in the southwest area of the RRF/Composting <br />Facility site. WDR Order No. R5-2014-0006 requires that the sedimentation basin is sized <br />to contain at least a 25-year, 24-hour storm event and be equipped with a synthetic liner. <br />Based on past storm events, the basin is adequately sized. Water collected in the basin will <br />either be evaporated, used in the initial mixing of the compost, used for dust control, <br />pumped to the on-site leachate evaporation pond, or transported off-site to a municipal <br />treatment facility. <br />Forward operates a Composting Facility in the south eastern portion of the site for the non- <br />recyclable organic wastes received at the RRF. Material received at the RRF for composting <br />may include, but not be limited to, green material, green material mixed with food waste, <br />food waste, food processing residue, manure, mixed paper, cannery rinse water, and <br />agricultural waste. Additional information about the types of material accepted is included <br />in Section 1.3. The end product of the composting process may be used as a topsoil <br />amendment, mulch, or a soil conditioner for various applications.
