1-2 <br />Forward Composting Facility SWT Engineering <br /> Report of Composting Site Information - July 2014 <br />z:\projects\allied waste\forward\resource recovery facility\5 yr permit rvw 2013-14\rcsi 2014\text\sec 1.doc <br />1.2 Site Location <br />1.2.1 Site Location Map <br />The physical address for the Forward site is 9999 South Austin Road, Manteca in San <br />Joaquin County, California. The Compost Facility is located in the southeastern portion of <br />the property. The site is located in Section 3 of Township 1S, Range 7E, Mount Diablo <br />Baseline and Meridian as shown of Figure 1. The Assessor’s Parcel Number for the RRF is <br />201-060-03. Access to the site is from Austin Road, which is a rural two-lane, paved road <br />oriented north/south connecting with Mariposa Road to the north and ultimately connecting <br />with Highway 99 to the south. Direct routes to Austin Road are provided by French Camp <br />Road, Arch Road, Mariposa Road, Highway 99, and Highway 120. The entrance/exit to the <br />RRF is located just south of the South Fork of South Littlejohn’s Creek and is a 34-foot wide, <br />120-foot long paved entrance road just off of Austin Road. The Forward Landfill has <br />separate entrances/exits. <br />1.2.2 Site Facilities/Features <br />These facilities/features apply to the site as a whole, inclusive of the Forward Landfill, RRF, <br />and Compost Facility. <br />Sanitary Facilities. There are no on-site sewage disposal systems or leach lines. Portable <br />toilets are provided at the site and are serviced daily or as needed. Two portable toilets are <br />located adjacent to the landfill office, two are located at the RRF, two are in the <br />maintenance yard, and two are located near the working face. Hand washing facilities are <br />located in each portable toilet and an additional facility is located near the office trailer. The <br />locations/quantities of portable toilets will change with daily operations as the site is <br />developed. <br />Electricity. Pacific Gas and Electric Company (PG&E) provides primary electric service to the <br />site. Electric power is provided to the office trailers and on site pumping facilities. There is <br />night/security lighting at the landfill and RRF/Composting Facility entrances. <br />Communications. The telecommunications provider delivers telephone service to the site. <br />The site offices and key site personnel have phones. The site has five telephone lines for <br />business and emergency use. In addition, each employee is assigned a cell phone with t wo- <br />way radio capability for emergency and work communication. <br />Right-of-Way. The eastern property line is also the Austin Road centerline; the Austin Road <br />right-of-way, owned by the County of San Joaquin, is approximately 60 feet wide. Thirty feet <br />of this right-of-way is within the Forward property. <br />Easement. A portion of the site area is consumed by creek easements. The South Fork of <br />South Littlejohn’s Creek is located in the southern portion of the landfill and its easement <br />comprises approximately 10.8 acres. The North Fork of South Littlejohn’s Creek was <br />relocated north of the landfill footprint. The easement relocation of the North Fork <br />comprises approximately 16.5 acres. The South Fork of South Littlejohn’s Creek easement <br />is shown in Figure 2. <br />Water Wells. There are four production water wells at the entire Forward <br />Landfill/RRF/Composting Facility site. The first well, located near the main entrance of the <br />landfill was drilled to a depth of approximately 135 feet and groundwater occurs at a depth <br />of approximately 70 feet. The well was likely installed before the opening of the landfill,
