2-3
2.2 Hours of Operation (14 CCR. Section 18221.6 (e))
The RRF is not open to the public. The current operating hours are dependent upon the
combined quantity of waste accepted at both the RRF and Forward Landfill. When the
combined maximum tonnage reaches 4,180 8 .668 tons during an operating da y, the RRF
and the landfill will close s. However, upon issu ance of the revised SWFP for which th is TPR
supports , tIhe current permitted hours of operation for the RRF will be between the hours of
are from 6:00 a.m . to 6:00 p.m., Monday through Saturday. However . the RRF is open to
receive materials from private customers Monda y through Frida y from 7:00 a.m. to 4:30
p.m. In addition , ancilla ry operations are also conducted on Saturda y from 6:00 a.m. to
2:30 p.m. During the week, the RRF w+H-accept§ materials up until 5:00 p.m. in order to
process, clean up, or both, before 6:00 p.m. The site is closed on Sundays and two holidays
per year (New Year's Day and Christmas). The business hours for the company office (in
Stockton) are from 8:00 a.m. to 5:00 p.m., Monday through Friday. No equipment
maintenance or o peration is performed outside of the permitted hours of operation .
Forward Inc. will provide 30 da ys prior notice to the LEA for an y proposed change within the
limitations of the current SWFP (i.e .. not an extension of hours ). A proposed change (i.e .,
extension ) to these hours of operation would require a SWFP revision.
2.3 Facility Design (14 CCR . Section 18221.6 (g))
The RRF was designed in accordance with accepted engineering practices for this type of
waste handling facility. Title 14 CCR regulations pertaining to the operation of transfer
stations were developed to evaluate a facility's performance through objective periodic
inspections. Design criteria utilized to determine the station's waste handling capacity,
traffic loading and drainage system capability have been demonstrated repeatedly by the
Forward Resource Recovery Facility SWT Engineering
Transfer/Processing Report -May 2014
z;\orojects \atlied waste \forwa rd \re5o urce recoyety facll ,ty \S yr permit ryw 2013·14\tpr 20 14 \text\rev t rack\se c2-rev
~z :\prejeel5~l lied 'Naste¥erwa r d \r ese~r ee rese ve!,), fa eilitylJ.'i yr l3eFfRi t FYW 201a 141~l3r 2014 \teKt \ses2 .dee
