3-1 <br />3.0 OPERATIONS PLAN <br />3.1 Operations <br />3.1.1 Supervision and Personnel (14 CCR. Sections 17410.2 and 17418.21 <br />The operator maintains adequate numbers of qualified personnel to ensure the proper <br />operation of the transfer station. Personnel are cross-trained , as needed, to provide <br />coverage in the event that an employee is unavailable for work or dependent on operational <br />needs, All employees are placed on a 6 month review period ("probation") at hire, The on site <br />RRF personnel (including employees currently under review) consist of the following staff: <br />• 1 Operations Manager <br />• l V/ood Grinder lead Person2 Equipment operators (duties also include general labor ) <br />• 1 loader Op€fatef2 Laborers <br />• 1 ScoFetary/Office Trailer Attendant1 Water truck driver <br />• Tempora ryies laborers , f as needed ~ <br />The Forward oorpo rate resume is presented Resumes for the corporation and key personnel <br />are included in Appendix A, <br />Not all staff may be present on anyone day due to holidays, illness, vacation, etc, Additional <br />staff may be utilized as site conditions warrant to operate the facility in compliance with <br />applicable waste handling regulations. <br />3,1,1,1 Training (14 CCR, Section 17410,3) <br />Station personnel attend regularly scheduled training meetings, In accordance with 14 CCR, <br />Section 17410.3, these training meetings emphasize proper station operation and <br />maintenance, hazardous waste recognition and screening, environmental and nuisance <br />controls, use of equipment, safety procedures, and emergency situation procedures. Staff <br />training generally concentrates on on-the-job training under the supervision of someone <br />experienced in the various aspects of the skills being taught. Potential hazards and safety <br />procedures are stressed. Currently, there are weekly and monthly meetings in addition to any <br />"as needed" meetings, <br />The RRF also implements an emergency response training program as part of their <br />Contingency Plan Site Health and Safety Program (Appendix D).
