3-7 <br />Wood waste, lumber, and brush are crushed with a Caterpillar tractor and processed through a <br />wood g rinder chipper. The chipped ground wood is then deposited in 120 cy trailers (or larger) <br />and used for composting sent to mar l-<:et. The wood grinding area is approximately_4§40,000 <br />square feet. Currently, there is no shredding or transformation of materials at the RRF. <br />Cardboard is the only large vo lume recovered materia l baled for marl-<:et. Plastic is also baled, <br />on a smaller scale . There is no compaction (other t han occasiona l manual compaction of <br />a luminum cans) at the RRF . <br />3 .1.5.4 Materials Removal <br />During the recyclables transfer o peration . materials will be loaded into large transfer trucks <br />and hauled awa y generally the same da y to a permitted rec ycler. All residual waste is <br />unloaded into a drop box or transfer trailers and transported to Forward Landfill for dis posal <br />within 48 hours of receipt in accordance with 14 CCR. Section 17410.1. <br />In no case are loose materials allowed to be stored on the tipping floor within the station for a <br />period oftime exceeding 48 hours, which ma y result in the creation of a public health hazard . <br />nuisance . or fire hazard as required under 14 CCR. Section 17409.3(c). Residual wastes are <br />placed in one of five bins for delive ry to the landfill within 48 hours. <br />3.1.6 Burning Wastes and Open Burning (14 CCR. Sect ion 17407.1) <br />In accordance with 14 CCR , Section 17407 .1(a), if burning wastes are inadvertently <br />rece ived at the RRF, they are separated from other wastes by a loader to a safe area away <br />from the unloading, transfer, and processing areas where it can be spread and extinguished. <br />Open burning of solid waste at the RRF is prohibited in accordance with 14 CCR, Section <br />17407.1(b). If the smoldering or burning material cannot be immediatel y extinguished by <br />facility personnel. or if there is a risk of the fire spreading or an in jury to facility personnel. <br />"911" will be called immediately for assistance from the Fire Department. The RRF has a <br />water storage tank for fire suppression as well. It should be noted that an additional water <br />truck is available at the landfill. if needed. Additional information regarding firefighting <br />operations is discussed in Section 3.3.6. An y incidents of smoldering or burning loads are <br />recorded in the Special Occurrence Log (see Section 3.4.3), <br />3.1.7 Hazardous, Liquid and Special Waste Exclusion (14 CCR. Section 17407.5) <br />In accordance with 14 CCR, Section 17407 .5(b), the operator Ras-implement~ea control <br />measures~ as necessary~ to protect public health, safety~ and the environment. The operator <br />conducts i nstitutes a hazardous screening program in the form of a load-checking program. <br />The transfer station is currentl y prohibited from accepting hazardous wastes . medical <br />wastes . dead animals . and canne ry waste per the existing SWFP (with the exception of <br />wastes s pecified in the SWFP ).
